Sourcing thermal-transfer paper labels from China
Unprinted thermal-transfer paper labels from China carry 0% UK duty, whether self-adhesive or otherwise. For paper within the UK Timber Regulations, the first business placing it on the GB market must carry out due diligence on the pulp source. Specify the ribbon and adhesive together. Cambridge China Bridge sources unprinted thermal-transfer paper labels.

Zero duty on unprinted paper labels
Read from the UK Trade Tariff on 1 October 2026, heading 4821 covers paper or paperboard labels, whether printed or unprinted. Blank self-adhesive thermal-transfer paper labels fall within 4821 90 10 00; other unprinted paper labels fall within 4821 90 90 00. Both carry 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duties, suspensions or attached import controls.
For paper products within the UK Timber Regulations, confirm the first business's due diligence obligations concerning pulp legality with the relevant authority before placing them on the GB market. Confirm whether any exception applies to bamboo-based or recovered products. Ask for the fibre composition and supporting source information before ordering.
Confirm the commodity code against the finished label, its paper construction, printing status and adhesive. The table repeats the relevant codes for different buying formats. Compare the related direct thermal paper labels guide when choosing between ribbon printing and heat-sensitive label stock.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Unprinted self-adhesive thermal-transfer paper labels on rolls | 4821 90 10 00 | 0% | None |
| Unprinted non-self-adhesive thermal-transfer paper labels | 4821 90 90 00 | 0% | None |
Specify paper, ribbon and adhesive together
Specify unprinted thermal-transfer paper, coated or uncoated face stock, grammage and caliper tolerances, label dimensions, corner shape, gap and backing liner. Name the printer and ribbon material, then approve a sample printed with your actual combination. Thermal-transfer printing uses a ribbon; direct thermal stock images through heat-sensitive coating.
For rolls, specify core size, maximum outside diameter, winding direction, labels across the web, sensor gaps or marks, and splice identification. Choose permanent or removable adhesive for the actual carton, bottle or wrapping surface, application conditions and storage environment.
If the labels will form part of food packaging, establish the intended contact conditions and ask for suitability evidence for the paper, adhesive and printed result. Businesses packaging food themselves must use packaging suitable for food use.
Worked duty example
Illustrative example, not a quote: Illustrative order of assorted blank self-adhesive label rolls for a business warehouse under 4821 90 10 00, invoiced at £3,500 free on board, with £1,800 of freight and insurance to the UK. The customs value is £5,300. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £5,300, so it is £1,060. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Printing: print barcode and text samples with the intended ribbon and printer settings; check scanning, edge definition, rubbing and smearing.
Adhesion: apply samples to the actual packaging surface; check edge lift, adhesive creep and removal behaviour after the intended storage conditions.
Converting: check dimensions, gaps, clean die cuts, liner damage, release, winding direction, core fit and feeding through the printer.
Packing and records: check moisture protection, crushed cores, roll identification and batch traceability; match the supplied paper and adhesive to the approved sample and fibre-source records.

What goes wrong
A ribbon that worked on the sample may smear on substituted face paper. Poor die cutting tears the liner or leaves labels joined together; uneven winding causes tracking problems. Adhesive selected for clean cardboard may lift from textured, damp or cold packaging. Test the finished label on your own equipment and packaging.
A blank label is not a guarantee of a readable finished barcode. Keep the approved paper, ribbon, adhesive and printer settings together, and compare incoming batches with that reference. Use a quality inspection brief that includes feeding, printing and application checks.

Frequently asked questions
What is the UK import duty on blank thermal-transfer paper labels from China?
The supplied tariff record shows 0% for unprinted self-adhesive labels under 4821 90 10 00 and other unprinted labels under 4821 90 90 00, with no anti-dumping or countervailing duty.
Are thermal-transfer labels the same as direct thermal labels?
Thermal-transfer labels receive print from a ribbon. Direct thermal labels use heat-sensitive stock. Specify the printing method and approve samples with your printer.
What should I test before buying label rolls?
Check printer feeding, ribbon compatibility, barcode scanning, rub resistance, liner release and adhesion to your actual packaging after the intended storage conditions.
Do UK timber rules apply to blank paper labels?
For paper within scope, confirm the first business's pulp-source due diligence obligations with the relevant authority before placing it on the GB market. Establish the fibre composition and confirm whether any exception applies to bamboo-based or recovered products.
