Sourcing dissolvable paper labels from China

Dissolvable paper labels from China carry 0% UK duty across heading 4821, whether printed or unprinted, self-adhesive or otherwise. For virgin-fibre paper within scope, the first placer on the Great Britain market must carry out timber due diligence. Test adhesion and wash removal on your containers. Zero duty on dissolvable paper labels

Heading 4821 covers paper or paperboard labels of all kinds, whether or not printed. Dissolvable paper labels sit within this family; the tariff splits them by printing and whether they are self-adhesive. The rows include non-self-adhesive alternatives where that matches the supplied product.

Read from the UK Trade Tariff on 1 October 2026, all listed lines carried 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspensions or attached import controls. Import VAT is normally 20%; see UK import duty and VAT.

Confirm the commodity code using the finished label's material, printing and adhesive construction. For the wider product family, see printed self-adhesive paper labels.

Specify adhesion and wash removal together

Specify the paper face, adhesive, backing liner, label dimensions, printed fields and roll or sheet format. Name the container surface and whether labels are applied dry, chilled or with condensation present. For rolls, agree the winding direction, core dimensions and dispenser fit. For handwritten date labels, approve the pen and writing surface together.

Agree a wash trial using your water temperature, detergent, agitation and rinse method. Record how long removal takes and whether paper fragments, glue or ink remain. Test after the labelled container has completed its intended storage cycle. A supplier demonstration in warm water alone does not establish performance in your kitchen.

Confirm with OPSS or your customs broker whether the paper products fall within the UK Timber Regulations, what due-diligence obligations apply to the business first placing them on the Great Britain market, and whether any exclusions apply to bamboo-based and recovered products. Ask for the fibre source and supporting records. If you package food yourself, the packaging must be suitable for food use. Ask for suitability evidence covering the label's paper, adhesive and ink under the intended conditions.

Worked duty example

Illustrative example, not a quote: A small-business stock order of printed dissolvable paper labels in rolls, illustrative under 4821 10 10 00, invoiced at £14,000 free on board, with £1,800 of freight and insurance to the UK. The customs value is £15,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £15,800, so it is £3,160. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Adhesion: apply arrival samples to your actual containers under the agreed conditions; check edge lifting, sliding and readability after storage.

Wash removal: repeat the agreed cleaning trial; inspect the container for paper fragments, adhesive residue and transferred ink.

Print and dispensing: check artwork, writing performance, label cuts, liner release and feeding through your dispenser or printer.

Packing and records: check for dampness, curled sheets and crushed rolls; match batch identification, material records and suitability evidence to the delivered goods. See quality inspection.

What goes wrong

Failure modes include labels lifting on cold or damp containers, ink smearing during handling, and the paper breaking up while adhesive remains. A changed adhesive or protective coating can alter wash removal even when the artwork looks identical.

Approve a finished sample on your own containers, retain it for comparison and agree that material changes need your approval. Keep unused labels protected from moisture and repeat the storage-and-wash trial on delivered stock before releasing it for routine use.
