Sourcing paper seal labels from China
Paper tamper-evident seal labels from China carry 0% UK duty across the listed printed, unprinted and adhesive variants. For paper within the timber rules, the first placer on the GB market must carry out fibre-source due diligence. Test visible tearing on your actual pack. Cambridge China Bridge sources paper tamper-evident seal labels.

Paper seal label classification and duty
Heading 4821 covers paper or paperboard labels, whether printed or unprinted. Paper tamper-evident seals use the appropriate label line according to printing and self-adhesive backing. Printed self-adhesive paper seals are the main buying format here. Other lines cover labels supplied for separately applied adhesive.
Read from the UK Trade Tariff on 1 October 2026, all listed lines carried 0% duty for goods from China. The supplied tariff snapshot lists no anti-dumping or countervailing measures, suspensions or attached import controls. Import VAT is separate from customs duty.
Confirm the commodity code using the finished label's material, printing and adhesive construction. Provide your broker with a sample and material breakdown, particularly where a supplier describes a plastic film seal as a paper label. See the wider paper label guide.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Printed self-adhesive paper seal labels | 4821 10 10 00 | 0% | None |
| Printed paper seal labels without self-adhesive backing | 4821 10 90 00 | 0% | None |
| Unprinted self-adhesive paper seal labels | 4821 90 10 00 | 0% | None |
| Unprinted paper seal labels without self-adhesive backing | 4821 90 90 00 | 0% | None |
Specify the seal's tearing and adhesion
Specify paper face stock, fibre composition, adhesive, label dimensions, cut pattern, artwork and liner. Define the required opening evidence: torn paper, broken bridges or visible fibre damage. Agree photographs of acceptable and unacceptable results. A label that can be removed and reapplied intact does not meet that purchasing specification.
Send the factory your actual carton, bottle or pouch surface. State the application method, surface coating, storage conditions and the waiting period before opening tests. For rolls, specify winding direction, core, liner width and release behaviour. Trial samples through your dispenser as well as applying them by hand.
Timber rules cover imported paper. Confirm with the relevant authority or your customs broker what pulp-legality due diligence applies to the first business placing the supplied paper on the GB market, and whether any exception applies to bamboo-based or recovered products. Obtain the fibre mix, species and harvest country before ordering.
Worked duty example
Illustrative example, not a quote: Illustrative order: 30,000 printed self-adhesive paper seal labels under 4821 10 10 00, invoiced at £1,800 free on board, with £150 of freight and insurance to the UK. The customs value is £1,950. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £1,950, so it is £390. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Opening evidence: apply seals across the intended opening, allow the agreed adhesive dwell and attempt removal and reapplication. Compare tearing and remaining damage with the approved sample.
Adhesion: check edge lifting, sliding and clean removal on actual coated, textured or curved packaging under the agreed storage conditions.
Conversion: check dimensions, security cuts, print legibility, liner release and dispensing. Look for cuts that cause premature tearing during application.
Batch and packing: compare delivered stock with approved samples, check batch identification and fibre documents, and inspect rolls for crushed cores, dampness and adhesive contamination.

What goes wrong
An adhesive may grip the factory's sample board but release cleanly from your varnished carton. Paper can tear during dispensing yet peel off intact after application. Seals placed away from the opening may leave the pack accessible without breaking the label. Approve the complete pack-and-seal combination.
Changes to paper, adhesive or security cuts can change the opening evidence even when artwork looks identical. Record the approved construction and require sample approval before substitutions. Use the same removal test before shipment and on arrival; see quality inspection explained.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
