Sourcing trolleybuses from China
Electric-only trolleybuses from China carry 10% UK duty, with no listed anti-dumping or countervailing duty. Confirm the applicable vehicle approval route before ordering, and match the current collectors and traction equipment to the operator's overhead system. Cambridge China Bridge sources trolleybuses.

UK duty on electric-only trolleybuses
Read from the UK Trade Tariff on 30 September 2026, heading 8702 covers vehicles transporting ten or more persons, including the driver. Electric-only trolleybuses fall within the supplied electric-motor line, 8702 40 00 00, carrying 10% duty on goods from China. No anti-dumping duty, countervailing duty or suspension is listed. The table shows different configurations sharing this line.
The tariff attaches fluorinated greenhouse gas import controls. Ask your customs broker to confirm whether the official pre-charged-equipment guidance applies to the vehicle's air-conditioning. Obtain the refrigerant identity and charge quantity, and ask your customs broker to confirm the requirements for imports from China. Imported F gas equipment must be labelled, including empty equipment where applicable. The file also lists a cultural-object export licence measure; ask the broker to distinguish it from import requirements.
Confirm passenger capacity and the actual propulsion arrangement using the commodity-code guide. If an auxiliary engine is fitted, establish whether it propels the vehicle rather than assuming the electric-only code applies. For the wider heading, see electric buses and coaches.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Rigid trolleybus, electric-only propulsion | 8702 40 00 00 | 10% | None |
Specify the overhead-wire interface
Agree supply voltage, polarity, collector-head geometry, pole movement and roof clearances against the operator's overhead equipment. Specify insulation monitoring, emergency isolation, collector retrieval and the response to loss of wire contact. Request circuit diagrams and a witnessed demonstration with compatible overhead equipment.
For off-wire operation, agree usable battery capacity, loaded range with heating operating, charging arrangements and the transition between wire and battery power. Fix steering position, passenger doors, wheelchair access, seating and maintenance access in drawings. Include diagnostic access, collector wear parts and operating and maintenance documents in English.
Settle the applicable vehicle approval route and accessibility requirements for the intended service before ordering. Ask the operator to confirm route and infrastructure permissions separately. A Transport and Works Act order does not itself grant planning permission. Have the exact proposed configuration reviewed through testing and certification.
Worked duty example
Illustrative example, not a quote: An illustrative order for a used trolleybus demonstrator; values are illustrative under 8702 40 00 00, invoiced at £100,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £102,500. Duty at 10% is £10,250. Import VAT at 20% is charged on the customs value plus duty, £112,750, so it is £22,550. Import taxes total £32,800; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £10,250 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Identity: match vehicle identification, propulsion equipment, collector assemblies and supplied approval documents to the agreed configuration.
Collection and isolation: witness collector raising, retrieval, emergency isolation and fault indications; check roof equipment and insulation-test records against the specification.
Passenger equipment: operate doors, ramps, heating and displays; compare wheelchair space, seating, handrails and emergency exits with the agreed drawings.
Arrival condition: compare collectors, roof fittings, glazing, tyres and underbody with dispatch photographs; inspect refrigerant labels, loose accessories and any fitted battery.

What goes wrong
A trolleybus can have suitable traction equipment but incompatible collector heads, pole movement or roof clearances. Approval evidence may describe a different body or electrical configuration. Resolve discrepancies before shipment and agree an acceptance demonstration with the operator's overhead system.
Off-wire range can disappoint when heating and passenger load are included. Collector wear parts, diagnostic access or English maintenance documents may also be missing at handover. Record acceptance conditions and the spare-parts list in the order, then repeat the agreed functional checks after arrival.

Frequently asked questions
What is the UK import duty on trolleybuses from China?
The supplied electric-only line, 8702 40 00 00, carries 10% duty. No anti-dumping duty, countervailing duty or suspension is listed.
Do Chinese trolleybuses need UK vehicle approval?
Confirm the applicable approval route for the exact trolleybus and intended use before ordering. General imported-vehicle guidance requires proof of approval for registration and taxation.
Can a trolleybus run away from overhead wires?
Specify battery operation if needed. Agree loaded range, heating demand, charging and the transition between wire and battery power, then witness the agreed demonstration.
What should I check before buying a trolleybus?
Check overhead-system compatibility, collector retrieval, isolation, approval evidence, passenger layout, refrigerant details, diagnostic access and replacement collector parts.
