Sourcing tool bags from China
UK duty on the selected tool-bag lines from China ranges from 2% to 8%, depending on the outer surface. Bags intended for or likely to be used by consumers must be safe in normal or reasonably foreseeable use in Great Britain. Specify the intended load and inspect handle attachments. UK duty on tool bags
Read from the UK Trade Tariff on 29 September 2026, heading 4202 includes tool bags alongside other bags and containers. The selected textile and leather outer-surface lines carry 2% duty on goods from China; the plastic-sheeting line carries 8%. These lines show no anti-dumping or countervailing duty and no suspensions.
The tariff attaches CITES controls to the selected textile and leather lines. For listed species in Annex A, B or C, official guidance requires a permit; confirm the precise documents for the material with your customs broker. Leather lines also attach cat and dog fur and seal-product controls. Cat and dog fur products are banned from import. For seal products, confirm the applicable requirement with your customs broker before ordering.
Confirm the outer surface, construction and hand-made status using the commodity code guide, rather than relying on the supplier's description. For the wider heading, see protective equipment and flight cases.

Specify pockets, bases and carrying loads
Provide a drawing showing the tools each pocket must hold, pocket openings, dividers and access when the bag is loaded. Specify the outer fabric and coating, lining, base reinforcement, zip, handle webbing, shoulder-strap fittings and reinforcement at attachment points. Approve a sample using the tools and load the buyer actually expects to carry.
Consumer-use tool bags sold in Great Britain must be safe in normal or reasonably foreseeable use. For leather parts that contact skin, confirm applicable UK REACH chromium VI restrictions with HSE and request a report matched to the actual leather. Agree a repeatable carrying and attachment test with the factory, and retain the approved sample.
Worked duty example
Illustrative example, not a quote: 100 textile tool bags, illustrative order only under 4202 92 98 90, invoiced at £4,200 free on board, with £350 of freight and insurance to the UK. The customs value is £4,550. Duty at 2% is £91. Import VAT at 20% is charged on the customs value plus duty, £4,641, so it is £928.20. Import taxes total £1,019.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £91 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Materials: compare the outer surface, coating, lining and base reinforcement with the approved sample; check material batch records.
Attachments: load the bag as agreed and check handle stitching, strap anchors, rivets and clips for movement, tearing or sharp edges.
Pockets and closure: insert the intended tools, check pocket retention and zip clearance, and look for exposed seams that snag tool tips.
Arrival: check for crushed bases, damp lining, mould, coating transfer and incorrect labels; record defects before distributing stock. Use the quality inspection guide to plan checks.

What goes wrong
A bag can look right empty but fail when loaded. Shallow pockets let tools fall out, weak handle reinforcement tears away, and a soft base lets pointed tools press through the lining. Coating substitutions can change both durability and the outer-surface description used for customs.
Inspect production goods against the retained sample before shipment, then repeat functional checks on arrival. Require approval before the factory changes fabric, base material, webbing or hardware.

Frequently asked questions
What is the UK import duty on tool bags from China?
The selected lines carry 2% for textile, leather or composition-leather outer surfaces and 8% for plastic sheeting. No anti-dumping or countervailing duty or suspensions appear on these lines.
Does a coated tool bag count as plastic for customs?
Do not decide from the word coated alone. Obtain the fabric and coating specification and confirm the actual outer surface and commodity code before ordering.
How should I test tool-bag handles?
Agree a test using the intended tools and carrying load. Check handle stitching, strap anchors and clips against the approved sample, both before shipment and on arrival.
What should I ask a tool-bag factory for?
Ask for a pocket drawing, material and coating details, base construction, attachment reinforcement and a loaded sample. Keep the approved sample and record any agreed material changes.
