Fencing-shoe duty and material controls

Heading 6404 covers textile uppers with outer soles of rubber, plastics, leather or composition leather. Read from the UK Trade Tariff on 30 September 2026, all supplied lines carried 16% duty for goods from China, with no listed anti-dumping or countervailing duty and no listed suspensions. The table separates rubber and plastic sports soles under the same code and shows alternative classifications to check against the actual construction.

The sports-footwear line attaches fluorinated-greenhouse-gas and seal-product import controls. Products containing banned fluorinated gases must not be placed on the Great Britain market. Ask your customs broker to confirm the requirement against any gas-filled cushioning. Seal products brought into Great Britain to trade must have a seal catch certificate; confirm eligibility under the Inuit and other indigenous communities’ exemption with the relevant authority.

The alternative lines attach CITES import and export controls; the leather-soled line also attaches cat-and-dog-fur controls. For CITES-listed leather moving between China and Great Britain, confirm the relevant permit requirements with the relevant authority. For cat and dog fur, including products containing it, confirm import, export and UK market restrictions with the relevant authority before ordering. Send construction details and material species to your broker to confirm the commodity code and controls. For wider heading coverage, see textile wrestling boots.

Specify fencing fit, grip and reinforcement

Specify the upper fabric, lining, sockliner, outsole compound, cushioning and sole attachment. Draw the heel shape, toe reinforcement and inner-edge abrasion panels. Agree the size allocation and approve fitting samples across the intended range. Test heel retention, forefoot room and comfort during lunges, recovery steps and lateral movement on the intended fencing surface.

Approve grip and pivot behaviour together: ask wear testers to record slipping, catching and sole marking. Include flexing, sole bonding, reinforcement abrasion and lining colour transfer in the testing brief. Keep the approved construction sample available when checking production and arrivals.

Footwear sold in the UK needs correct labelling; confirm with the relevant authority how to identify the upper, lining and sock, and outer sole, and whether to use pictograms or words. Match the artwork to the actual materials before production. Confirm importers' responsibilities for consumer product safety with the relevant authority. Confirm applicable UK REACH restrictions for certain azo dyes in textile parts and chromium VI in any skin-contact leather with the relevant authority.

Worked duty example

Illustrative example, not a quote: Illustrative mixed-size order of textile fencing shoes; values are illustrative under 6404 11 00 00, invoiced at £3,000 free on board, with £135 of freight and insurance to the UK. The customs value is £3,135. Duty at 16% is £501.60. Import VAT at 20% is charged on the customs value plus duty, £3,636.60, so it is £727.32. Import taxes total £1,228.92; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £501.60 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Fit: compare insole dimensions, heel retention, forefoot clearance and lace adjustment with approved fitting samples across the size run.

Soles: check tread consistency, flexing and bonding around the toe and heel; repeat agreed grip and pivot checks on the intended surface.

Reinforcement: check inner-edge panels, toe overlays, seam placement and eyelet anchoring; inspect for rough edges, glue marks and left-to-right differences.

Labels and packing: match composition labels to the specification, check paired sizes and carton allocation, and inspect arrivals for damp boxes, mould or distorted shoes.

What goes wrong

A shoe can match the printed size yet allow heel lift or pinch the forefoot during a lunge. Poorly positioned inner-edge reinforcement can leave the fabric exposed to abrasion. A substituted outsole compound can change grip and pivot behaviour, while weak bonding can open around the flexing toe. Compare production pairs with the approved sample and record defects using the quality inspection guide.

Damp cartons can conceal mould until stock is unpacked. Material substitutions can also leave labels and customs descriptions inconsistent with the shoes. Hold affected stock for review before sale. When budgeting the illustrative order, account separately for duty and VAT using the import duty and VAT guide.
