Paper wallpaper classification and duty

Read from the UK Trade Tariff on 2 October 2026, heading 4814 covers wallpaper and similar wallcoverings and window transparencies of paper. This guide focuses on textile flock decorating paper. Fabric bonded to paper needs a separate classification check: the published background distinguishes textile wallcoverings from paper wallpaper.

The supplied lines all carry 0% duty for goods from China. The snapshot records no anti-dumping or countervailing measures and no suspensions. The table shows construction variants, with repeated codes where the tariff line is shared. It also records a DCMS Export Licence control. Official guidance says cultural-object imports into Great Britain have no licensing requirement, while the exporting country's licensing regime must be followed.

Send your broker a cross-section, face-fibre description, backing specification and details of any protective coating before confirming the commodity code. Do not classify from the supplier's product name alone. For the wider heading, see paper-backed vinyl wallpaper. Confirm any implications of the recorded export control with your broker.

Specify the flock face and paper backing

Agree the face-fibre material, flock coverage, pile direction, paper backing, adhesive system and any protective coating. State roll width and length, pattern repeat, matching method, hanging direction and permitted shade variation against an approved sample. Specify whether the surface can be wiped, and agree a cleaning trial that does not flatten or remove the flock.

Confirm with the relevant authority whether the paper and paperboard are within the UK Timber Regulations and whether exceptions for bamboo-based and recovered products apply. Also confirm whether the business first placing the product on the Great Britain market must carry out timber due diligence. Obtain the backing's pulp source, tree species and country of harvest; keep this separate from evidence about the textile face.

For decorative construction wallcoverings, confirm with the relevant authority whether BS EN 15102 and reaction-to-fire declarations referenced in the published background apply. Ask for performance documentation matching the supplied face, backing and intended installation. CE marking continues to be available for construction products placed on the Great Britain market. Agree the required documentation through testing and certification.

Worked duty example

Illustrative example, not a quote: 150 rolls of textile-flocked paper wallpaper, illustrative only under 4814 90 70 00, invoiced at £3,500 free on board, with £150 of freight and insurance to the UK. The customs value is £3,650. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,650, so it is £730. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Face: compare flock density, bare patches, pile direction and shade with the approved sample; check fibre shedding and colour transfer using the agreed rubbing and cleaning trials.

Rolls: measure width, length and repeat; inspect straightness, edge trimming, creases and crushed roll ends; check that batch identification agrees with the carton labels.

Hanging: paste adjacent drops using the intended adhesive and preparation; inspect pattern match, seams, paper movement, staining and separation of the face after drying.

Records and packing: match performance reports to the supplied construction, check batch allocation by design, and inspect cartons for moisture damage and protection of the flock surface.

What goes wrong

A fabric-faced sample can be replaced by flocked paper, or the reverse, while the supplier keeps the same description. Different backing and face constructions change hanging behaviour and can change classification. Keep an approved physical sample and a written layer specification, and compare production against both.

Flock sheds when its bond is weak, pile direction makes adjacent drops appear different in shade, and paste can stain the face through the backing or at seams. Mixed batches, uneven trimming and damp cartons make these problems harder to correct. Agree a hanging trial before shipment and repeat it on arrival; use the inspection guide to define the checks.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on textile-faced paper wallpaper from China?

The supplied tariff snapshot shows 0% duty across heading 4814, with no anti-dumping or countervailing measures. Confirm that your exact face and backing construction belongs in this heading.

Does a paper backing make fabric wallpaper a paper product?

Do not assume that it does. The published background distinguishes textile wallcoverings from paper wallpaper. Give your broker a sample and a description of every layer before confirming the code.

Do timber due diligence rules apply to the paper backing?

Confirm with the relevant authority whether the timber regulations apply to the paper product when first placed on the Great Britain market, and whether the exclusions for bamboo-based and recovered products mentioned in the published guidance apply. Obtain evidence of the backing's fibre source.

How do I check textile-faced wallpaper before accepting it?

Compare flock coverage, shedding, shade and pile direction with the approved sample. Hang adjacent drops with the intended adhesive, then check seams, staining, movement and face adhesion after drying.
