Zero duty on decorated vinyl-faced paper

Read from the UK Trade Tariff on 2 October 2026, paper-backed wallpaper with a decorated plastic face under 4814 20 00 00 carries 0% duty from China. The supplied tariff record lists no anti-dumping or countervailing duty and no suspension. The table shows product variants sharing this commodity line.

Heading 4814 covers wallpaper and similar wallcoverings and paper window transparencies. Decoration on the vinyl face differs from decoration on paper beneath a transparent protective coating. Send the broker a cross-section, material composition and face description to confirm the commodity code. See the wider wallpaper guide for neighbouring product types.

The tariff record also attaches a cultural-goods export licence control. Official guidance concerns exporting objects of cultural interest from Great Britain to destinations outside the UK. Ask your customs broker to confirm its relevance and any documentary requirement for your shipment from China.

Specify the paper backing and vinyl face

Specify the paper backing, vinyl face, roll width and length, pattern repeat, match type, embossing and approved colour sample. Agree the paste and soaking instructions with the factory, then hang sample drops using those instructions. Assess seams, paper movement and adhesion after drying. Agree batch allocation by design so buyers can complete a room without mixing shades.

For decorative wallcoverings intended for construction use, confirm with the relevant authority whether BS EN 15102 applies. Ask for declared performance and a fire classification suited to the intended building, with reports matching the backing, vinyl face and tested substrate. Legitimately CE-marked construction products can continue to be supplied to the Great Britain market. Arrange testing and certification around the actual product construction.

Confirm with HSE whether UK REACH entry 51 applies to the plasticised material and how the 0.1% threshold is assessed. Obtain chemical reports for the vinyl formulation being supplied. For virgin paper fibre, ask the relevant authority to confirm the timber due diligence obligations of the importer first placing the product on the Great Britain market. Obtain pulp species, harvest country and supply-chain information.

Worked duty example

Illustrative example, not a quote: 3,500 rolls for a mixed-design stock order (illustrative) under 4814 20 00 00, invoiced at £40,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £43,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £43,500, so it is £8,700. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Batch and shade: compare rolls from different cartons against the approved sample and each other. Check roll and carton batch identifiers, and keep each design's batches separate on arrival.

Dimensions and hanging: measure width, usable length and repeat. Hang adjacent drops with the specified paste and soaking method; check pattern alignment, trimmed edges, seam visibility and shrinkage after drying.

Face and backing: inspect print registration, embossing, scratches and vinyl-to-paper adhesion. Check wiping performance against the agreed claim and look for crushed roll edges, damp packaging and mould.

Reports and instructions: match chemical and fire reports to the supplied construction. Check batch details, hanging instructions and care claims on the labels. Use the same checks before dispatch and on arrival; see quality inspection explained.

What goes wrong

A matching design name does not ensure a matching shade. Mixed production batches can leave visible differences across a wall, while drifting repeats and uneven edge trimming create mismatched seams. Paper that moves excessively during pasting can leave gaps after drying; weak bonding allows the vinyl face to lift from its backing.

A report for another backing or vinyl formulation may not describe the delivered rolls. Compare reports with the agreed material specification and retain approved samples. On arrival, separate mixed batches and damaged cartons, photograph defects and complete a hanging trial before releasing stock for installation.

Frequently asked questions

What is the UK import duty on paper-backed vinyl wallpaper from China?

The supplied tariff record gives 0% duty under 4814 20 00 00, with no anti-dumping or countervailing duty and no suspension. Confirm that the vinyl face and paper backing match the commodity description.

What should I ask the factory to specify?

Ask for backing and face materials, roll dimensions, pattern repeat, match type, embossing, batch allocation, care claims and paste instructions. Approve both a colour sample and a hanging trial.

Do I need chemical reports for vinyl wallpaper?

Obtain reports matching the supplied vinyl formulation. Ask HSE to confirm whether UK REACH entry 51 applies and how the 0.1% threshold is assessed for the specified phthalates in the plasticised material.

Why does paper-backed vinyl wallpaper show gaps after hanging?

Excessive movement of the paper during pasting and drying can open seams. Check the specified paste and soaking method, edge trimming and a dried hanging trial before accepting the batch.
