Duty on cork-faced paper wallpaper

Read from the UK Trade Tariff on 2 October 2026, heading 4814 covers wallpaper and similar wallcoverings and paper window transparencies. All supplied lines carry 0% duty from China, with no recorded anti-dumping or countervailing duty and no suspensions. The table shows cork-faced buying variants under the same provisional other-paper-wallcoverings code, rather than separate tariff subdivisions.

The supplied tariff attaches a DCMS Export Licence flag. This concerns export documentation; government guidance says there are no licensing requirements for importing objects of cultural interest into Great Britain. Ask your customs broker to confirm how the recorded flag and its document waiver apply to your goods.

Send the broker a sample and a layer description covering cork, paper, adhesive and any surface coating to confirm the commodity code. Do not select a plastic-faced line merely because a finish is described as protective. For wider heading context, see metallic-surfaced paper wallpaper.

Specify the cork face and paper backing

Specify genuine cork veneer or cork granules, paper backing composition, layer thickness, roll dimensions, edge trimming and the approved shade range. Agree whether pores, joins and darker flecks are acceptable. Identify any dye, ink, sealant or factory-applied adhesive, and approve a hanging sample with the intended paste and wall substrate.

For a virgin-fibre paper backing, confirm with the relevant authority whether the business first placing it on the Great Britain market must carry out timber due diligence. Obtain the pulp source, tree species and country of harvest; confirm how any exceptions for bamboo-based and recovered-paper products described in the site's wallpaper guide apply.

For decorative wallcoverings intended for construction use, confirm with the relevant authority whether BS EN 15102, referenced in the site's wallpaper guide, applies. Ask for the declared performance and fire classification for the actual cork, backing, adhesive and substrate combination. Legitimately CE-marked construction products can continue to be supplied in Great Britain. Arrange testing and certification around the intended use.

Worked duty example

Illustrative example, not a quote: 150 rolls of cork-faced paper wallpaper, illustrative only under 4814 90 70 00, invoiced at £5,200 free on board, with £3,500 of freight and insurance to the UK. The customs value is £8,700. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £8,700, so it is £1,740. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Surface: compare rolls with approved samples for shade, cork texture, exposed backing, adhesive marks, shedding and cracked veneer.

Dimensions and seams: measure roll width and length, check straight trimmed edges, and hang adjacent drops to examine gaps, raised seams and movement after drying.

Bond and finish: check cork-to-paper adhesion through unrolling and hanging; test any claimed cleaning performance using the agreed method.

Batches and packing: check roll and carton batch identification, keep shades grouped, and inspect arrival cartons for damp, crushed edges and roll distortion.

What goes wrong

Natural shade variation can exceed the approved sample range, while mixed batches make adjacent drops visibly different. Thin cork can crack during unrolling, loose granules shed, and poor lamination exposes the backing. Uneven trimming and paste-driven movement leave conspicuous seams.

A report for another backing or finish does not establish the performance of the ordered construction. Match the supplied material to the approved sample and supporting reports. Avoid accepting acoustic, insulation or cleaning claims without agreed evidence, and complete a trial hanging before releasing the production order.
