Tandem bicycle duty and exporter checks

Read from the UK Trade Tariff on 1 October 2026, heading 8712 covers bicycles and other cycles that are not motorised. For a tandem with ball bearings sent directly from China, check 8712 00 30 90. The consignment-specific rows concern the named dispatch countries. The other-cycle row is a classification comparison, not an alternative code to choose for a lower landed cost. See the wider bicycle guide.

The supplied data shows 14% customs duty for bicycles with ball bearings and 15% for other cycles, with residual anti-dumping duty of 48.5% on the selected lines. It lists no countervailing duty or suspension. Exporter-specific treatment needs checking against the actual manufacturer and supporting paperwork. Without the required invoice declaration, the residual anti-dumping rate applies.

The tariff also attaches a DCMS Export Licence control. Official guidance concerns exporting cultural objects from Great Britain. Confirm the listed control and any documentary waiver with your customs broker for this China import. Confirm the construction and dispatch route using finding your commodity code before ordering.

Specify rider fit, combined load and tandem braking

Agree the front and rear rider fit separately: frame geometry, saddle adjustment, handlebar reach and rear handlebar mounting. State the intended riding terrain and the combined rider-and-luggage load. Specify frame and fork materials, wheel build, tyres, gearing, timing-chain arrangement, chain-tension adjustment and brake components by model. Ask for test evidence covering the actual tandem configuration and intended load.

For new assembled bicycles supplied in the UK, confirm with the relevant authority the applicable requirements under the Pedal Bicycles (Safety) Regulations 2010, including bell and reflector specifications, brake-lever operation and exemptions. General product safety rules also require safe consumer products in Great Britain. Agree assembly instructions, tightening settings, maintenance guidance and tandem-specific warnings with the supplier. Use testing and certification support to review the evidence.

Worked duty example

Illustrative example, not a quote: Illustrative order of 50 non-electric tandem bicycles, not a quotation under 8712 00 30 90, invoiced at £30,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £31,500. Duty at 14% is £4,410. Import VAT at 20% is charged on the customs value plus duty, £35,910, so it is £7,182. Import taxes total £11,592; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £4,410 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Frame and rider fit: compare geometry and adjustment ranges with the approved sample; inspect welds, fork alignment, seat clamps and rear handlebar security.

Braking and wheels: check the agreed lever layout, hose or cable routing, brake function, wheel trueness, spoke tension and tyre clearance. Arrange a controlled loaded test against the agreed test plan.

Shared drivetrain: turn the cranks through their full travel; check timing-chain alignment, tension adjustment, crank clearance, gear changes and fastener security.

Arrival and documents: check for bent dropouts, damaged brake rotors and crushed frame tubes; match components, bell, reflectors, instructions and batch records to the order. See quality inspection explained.

What goes wrong

A tandem can look correct while the rear rider has inadequate adjustment, the rear handlebar slips or the timing chain rubs the frame. Component substitutions can undermine the agreed braking and load specification. Treat missing tandem-specific test evidence, unexplained substitutions and loose mounting points as issues to resolve before shipment.

Long cartons can leave frames and wheels exposed to handling damage. Agree protection around dropouts, rotors and projecting fittings, then repeat alignment and function checks on arrival. A supplier's ordinary bicycle report may not establish suitability for the tandem's configuration or combined load.

Frequently asked questions

What is the UK import duty on tandem bicycles from China?

The supplied tariff data shows 14% for bicycles with ball bearings and 15% for other cycles. Residual anti-dumping duty is 48.5% on top; confirm classification and exporter-specific treatment.

Does a small tandem order avoid anti-dumping duty?

Do not assume so. The parts exemption described in the bicycle-parts guide concerns essential parts, not complete tandems. Check the actual exporter and paperwork before budgeting.

What safety fittings should a new tandem have for UK sale?

Confirm with the relevant authority the applicable bell, reflector and brake-lever arrangement requirements for the assembled bicycle, including exemptions. Agree the front and rear brake controls with the supplier after that check. Also check safety evidence for the tandem.

Can I use the factory's ordinary bicycle test report?

Check its scope. Ask whether it covers the ordered tandem frame, fork, wheels, brakes and combined load. A report for a different bicycle is insufficient purchasing evidence.
