Sourcing non-electric road bicycles from China
Non-electric road bicycles with ball bearings carry 14% UK duty; the wider heading reaches 15%. Chinese bicycles also carry a residual anti-dumping duty of 48.50%. Before sale, check bicycle safety requirements, including brake layout, bells and reflectors. Cambridge China Bridge sources non-electric road bicycles.

Road bicycle duty and consignment codes
Read from the UK Trade Tariff on 1 October 2026, heading 8712 covers bicycles and other cycles that are not motorised. Road bicycles with ball bearings fall within the bicycle branch carrying 14% duty. The table repeats the direct-import code for different road-bike descriptions; these are product variants, not separate tariff lines. For wider heading coverage, see our non-electric mountain bike guide.
The supplied tariff records show a residual anti-dumping duty of 48.50% on these bicycle lines, no countervailing duty and no suspensions. Confirm the exporter-specific treatment before budgeting. To claim a specified exporter rate, a valid commercial invoice and accompanying declaration must be presented to HMRC; without them, the residual amount applies.
The UK Trade Tariff also attaches a culture department export licence control. Ask your customs broker to confirm its relevance to the transaction rather than treating it as an import licence requirement. Confirm the goods, origin and country of consignment using finding your commodity code.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |

Specify geometry, drivetrain and sale condition
Specify frame and fork material, geometry for each size, handlebar width, stem length, wheel and tyre compatibility, gearing and brake type. Name the actual drivetrain components and prohibit substitutions without approval. Agree tyre clearance, cable routing, replacement derailleur hangers and how vulnerable parts will be protected in the carton.
Agree whether the bicycle will be supplied assembled or with unassembled parts. Confirm with the relevant authority which bicycle safety requirements apply to that supply condition. For assembled bicycles, check the bell, brake-lever arrangement and reflector provision. Confirm the required front and rear brake-lever arrangement before shipment. Match test reports to the ordered frame, fork and component configuration, with support from testing and certification.
Worked duty example
Illustrative example, not a quote: An illustrative mixed-size order of non-electric road bicycles under 8712 00 30 90, invoiced at £30,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £31,500. Duty at 14% is £4,410. Import VAT at 20% is charged on the customs value plus duty, £35,910, so it is £7,182. Import taxes total £11,592; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £4,410 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Frame and fork: check size markings against measured geometry, inspect joints and surfaces, and look for transport damage around dropouts and fork ends.
Wheels and drivetrain: check wheel alignment, bearing play, tyre seating and gear changes under load; compare fitted components with the approved specification.
Brakes and equipment: check lever routing, braking function, bell and reflector provision, including pedal reflectors; confirm accessories match the agreed sale condition.
Assembly and packing: check fastening records, instructions, carton contents and protection for the derailleur and brake rotors. Use quality inspection explained to plan the inspection.

What goes wrong
A size label can conceal different geometry from the approved sample. Component substitutions can change gear compatibility or braking behaviour. Bent derailleur hangers, rubbing brake rotors and damaged fork ends can leave apparently intact cartons containing bicycles that need workshop attention.
A road-bike specification can overlook bells and reflectors, especially when pedals are supplied separately. Check the intended retail configuration before shipment. Separately, do not budget only for ordinary duty: missing exporter paperwork can leave the residual anti-dumping amount payable.
