Sourcing switchgear operating handles from China
Switchgear operating handles classified as parts under heading 8538 carry 0% UK duty from China. The finished electrical assembly must meet applicable electrical safety rules. Specify the matching switch, shaft interface and lock-off function before ordering. Cambridge China Bridge sources switchgear operating handles.

Duty on mechanical operating handles
Heading 8538 covers parts suitable solely or principally for apparatus of headings 8535, 8536 or 8537. For a mechanical switchgear operating handle supplied separately, 8538 90 99 99 is a candidate code. The table repeats this code for different handle designs; these are not separate tariff subdivisions.
Read from the UK Trade Tariff on 1 October 2026, the supplied tariff record shows 0% duty for goods from China under this code, with no anti-dumping or countervailing measure, suspension or attached import control. Import VAT is separate; see import duty and VAT.
Confirm the commodity code using the drawing, intended apparatus and exact contents of the shipment. A complete switch or equipped control panel needs separate classification. For the wider parts family, see circuit-breaker operating mechanisms.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Mechanical rotary operating handles for switchgear | 8538 90 99 99 | 0% | None |
Match the handle, shaft and door
Specify the switch or breaker manufacturer and model, mounting arrangement, shaft profile and engagement, shaft length, door thickness and fixing pattern. Define operating direction, travel, position indication and clearance around the grip. List the shaft, coupler, gasket, escutcheon and fixings included in each kit.
Agree the handle material, finish, service environment and operating endurance test with the supplier. For door-mounted designs, describe when the door interlock should engage and any intended release function. Specify padlock compatibility and check it with the buyer's actual locks.
The finished low-voltage switchgear or control assembly must meet the Electrical Equipment (Safety) Regulations 2016 where applicable. Have the panel builder assess the handle within the intended assembly. HSE guidance says that a switch used for isolation should be locked in the off position and not easily turned on again.
Worked duty example
Illustrative example, not a quote: 400 mechanical switchgear operating handle kits, illustrative only under 8538 90 99 99, invoiced at £5,000 free on board, with £400 of freight and insurance to the UK. The customs value is £5,400. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £5,400, so it is £1,080. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Fit: assemble bulk samples on the specified switch and representative door; check shaft engagement, coupler retention, fixing positions and clearance.
Operation: compare operating force and play with the approved sample; check full travel and that the indicator agrees with the switch position.
Locking: fit the agreed padlocks and check that the mechanism stays in the intended off position; test door interlock engagement and the agreed release function.
Condition: check moulding cracks, burrs, shaft corrosion, gasket seating and kit completeness; record batch identity during quality inspection.

What goes wrong
A handle can fit the door yet fail to operate the switch because the shaft profile, length or coupler is wrong. Insufficient engagement can let the shaft slip; excessive length can make the mechanism bind. Approve an assembled sample with the actual switch and door before releasing production.
A loose pointer can show the off position before the switch reaches it. A lock slot may accept a padlock while leaving enough movement to operate the mechanism. Check the complete mechanical linkage, not just the visible grip, and repeat the functional checks on arrival.

Frequently asked questions
What is the UK import duty on switchgear operating handles from China?
The supplied tariff record shows 0% under candidate code 8538 90 99 99, with no anti-dumping or countervailing measure. Confirm classification for the exact handle or kit. Import VAT is separate.
Will a replacement handle fit any circuit breaker?
Specify the breaker model, shaft profile, coupler, mounting pattern and operating travel. Approve the handle fitted to the intended breaker and door rather than relying on appearance.
What should I check on a padlockable handle?
Use the intended padlock and check the complete linkage stays in the off position. Check that the indicator matches the switch position and that the shaft cannot slip.
Can I buy the handle without the shaft?
Yes, if the agreed supply is handle-only. State this clearly and verify compatibility with your existing shaft and coupler. For kits, list every included component on the order.
