Sourcing switchgear safety shutters from China

Switchgear safety shutters from China carry 0% UK duty when classified as dedicated switchgear parts under 8538 90 99 99. No trade remedies are listed for that line. People working on electrical equipment must be competent; agree shutter travel and contact coverage with the switchgear builder. Cambridge China Bridge sources switchgear safety shutters.

Zero duty on dedicated switchgear parts

Heading 8538 covers parts suitable solely or principally for apparatus of headings 8535, 8536 or 8537. For separately supplied mechanical safety shutters dedicated to switchgear, 8538 90 99 99 is the candidate line to confirm. The table shows shutter variants under this same line, rather than separate tariff categories.

Read from the UK Trade Tariff on 1 October 2026, all supplied lines carried 0% duty for goods from China. The candidate shutter line has no listed anti-dumping or countervailing duty, suspension, steel measure or import control. Import VAT is normally 20%; see import duty and VAT.

Confirm the commodity code using the drawing, materials, operating function and intended switchgear. Do not classify a complete equipped switchboard as a shutter part: the reference guide places equipped boards in heading 8537. For the wider assembly context, see withdrawable switchgear chassis.

Specify shutter coverage and operating travel

Specify the switchgear maker, cabinet model and drawing revision. Identify which fixed contacts the shutter covers, its closed overlap, opening travel, mounting holes and engagement points with the withdrawable chassis. State whether the order includes plates, guides, pivots, return springs, linkages and locking features.

Agree material, thickness, insulating material grade where relevant, finish and permitted tolerances with the switchgear builder. Approve a sample in the intended mechanism, rather than relying on a photograph. Request drawings and test records matching the supplied configuration; use testing and certification support to define the evidence needed.

People working on electrical equipment must be competent. Arrange installation and functional checks accordingly. Confirm with the relevant authority whether the Electrical Equipment (Safety) Regulations 2016 apply to the finished low-voltage switchgear; assess the completed assembly as well as the purchased shutter.

Worked duty example

Illustrative example, not a quote: 400 mechanical safety shutter assemblies, illustrative order under 8538 90 99 99, invoiced at £36,000 free on board, with £5,000 of freight and insurance to the UK. The customs value is £41,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £41,000, so it is £8,200. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity: check part markings, drawing revision, material records and supplied components against the approved sample and purchase specification.

Fit: measure mounting positions, plate flatness, guide alignment and closed overlap against the drawing. Check for burrs, cracks, bent plates and packing damage.

Movement: on a safe, de-energised test fixture, check opening, return and complete closure through the agreed chassis travel. Look for sticking, loose pivots and springs displaced from their seats.

Coverage and locking: confirm that the closed shutters cover the intended contact openings and that specified locking features engage. Record results through quality inspection, including photographs of the closed position.

What goes wrong

A shutter can match the cabinet outline yet have the wrong linkage geometry. Incorrect engagement points can open it too early or leave it partly open after withdrawal. Bent plates, misaligned guides, coating build-up and poorly seated springs can cause sticking. Test fit and return action in the intended mechanism before accepting production.

An insulating plate substituted for the approved material can change stiffness and electrical performance. Treat material substitutions and changes to guides, springs or linkage dimensions as changes needing the builder’s review. Keep affected parts separate until their fit and function have been checked.

Frequently asked questions

What is the UK import duty on switchgear safety shutters from China?

The supplied tariff facts show 0% duty for dedicated mechanical switchgear parts under 8538 90 99 99, with no listed trade remedies. Confirm classification for the actual shutter.

What drawing details should I send the Chinese factory?

Send the cabinet model, drawing revision, mounting positions, contact openings, closed overlap, travel and linkage engagement points. Identify every component included in the order.

How do I check that replacement shutters fit?

Approve a sample in the intended switchgear mechanism. Check mounting alignment, full travel, automatic return, closed coverage and specified locking features against the builder’s drawing.

Can warehouse staff test shutters in an installed cabinet?

People working on electrical equipment must be competent. Arrange checks with suitably competent personnel; use a safe, de-energised fixture for incoming mechanical checks.
