Sourcing Sunflower Honey from China

Natural sunflower honey from China carries 16% UK duty, with no anti-dumping or countervailing duty recorded. Imports into Great Britain need veterinary paperwork, including the Chinese authority's chemical-testing declaration. The sunflower name needs evidence of floral origin. Cambridge China Bridge sources sunflower honey.

Sunflower honey duty and import controls

Read from the UK Trade Tariff on 7 October 2026, heading 0409 covers natural honey. Sunflower honey falls under 0409 00 00 90, the line for honey other than Mānuka. Duty on goods from China is 16%, with no anti-dumping or countervailing duty and no suspension recorded for this line. The table shows different supply formats sharing the same commodity line.

The tariff attaches veterinary control. For Great Britain, check country eligibility and the packer's registration with the Chinese competent authority. Ask your customs broker to confirm health certificate, IPAFFS pre-notification and border control post arrangements. Chinese honey also needs the competent authority's declaration covering pre-dispatch chemical testing for chloramphenicol, nitrofuran and its metabolites, with results included. Match the declaration to the shipment.

Organic import control also applies where honey is presented as organic. Each organic consignment from China needs a Great Britain certificate of inspection; check the exporter’s control body and export country against the recognised organic registers. Confirm the commodity code before ordering. For the wider heading, see the rapeseed honey guide.

Specify the sunflower origin and finished texture

Specify sunflower nectar origin, harvest area, batch identity and any blending before approving a sample. For ordinary honey sold to consumers or caterers in England, a floral name is permitted only where the honey comes wholly or mainly from that source and has its sensory, physical, chemical and microscopic characteristics. Ask a specialist laboratory to assess the sunflower claim rather than accepting the supplier's product name alone.

Agree whether the delivered honey should be liquid or crystallised, its acceptable colour and flavour, and the drum, tub or jar format. Specify moisture, hydroxymethylfurfural, diastase activity and authenticity testing, alongside veterinary-drug and pesticide residue screening. Require batch reports and a sealed reference sample. Record heating and filtration practices, and approve the Chinese-origin label before printing.

Worked duty example

Illustrative example, not a quote: 20 tonnes of bulk sunflower honey in drums for a small food wholesaler, illustrative only under 0409 00 00 90, invoiced at £42,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £45,500. Duty at 16% is £7,280. Import VAT at 20% is charged on the customs value plus duty, £52,780, so it is £10,556. Import taxes total £17,836; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £7,280 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Floral identity: match the harvest and blending records, laboratory assessment and sealed sample to the sunflower claim and delivered batch.

Composition and residues: match reports to lot codes; review moisture, hydroxymethylfurfural, diastase activity, added-syrup testing and veterinary-drug and pesticide results.

Arrival condition: check seals, drum linings, jar closures and leaks; compare texture, colour and aroma with the approved sample and investigate signs of fermentation.

Labels and documents: check Chinese origin, batch identity, packer registration, health certificate and chemical-testing declaration. For organic stock, check the certificate of inspection. Use a written inspection brief.

What goes wrong

A supplier may deliver genuine honey that does not support the sunflower claim, or replace the approved batch with a different blend. Treat floral identity and syrup adulteration as separate checks. A matching colour or a supplier's generic analysis sheet does not replace an assessment of the delivered lot.

Wet honey can ferment, while excessive heating damages quality. Do not ask a packer to solve a texture mismatch simply by reheating the stock. Missing Chinese testing declarations or unmatched batch documents can also disrupt clearance. Resolve the specification and document checks before shipment, then compare arrival samples with the retained sample.
