Buckwheat honey duty and import controls

Read from the UK Trade Tariff on 3 November 2026, natural buckwheat honey falls within heading 0409 under 0409 00 00 90, the line for natural honey other than Mānuka. Its duty from China is 16%. The supplied tariff record lists no anti-dumping or countervailing duty and no suspension for this line. Only this commodity line is relevant to buckwheat honey.

The tariff attaches veterinary and organic import controls. For Great Britain, honey needs an appropriate health certificate; confirm origin approval, registration of the establishment by the competent authority, import pre-notification and border control post checks with your customs broker. Confirm China's current residue-plan approval and the veterinary entry document with your broker before dispatch. Organic honey from China also needs a Great Britain certificate of inspection; agree the certification paperwork before accepting an organic claim.

Honey preparations and confectionery can fall elsewhere. Confirm the exact product through finding your commodity code. See sourcing honey from China for the wider heading.

Specify the buckwheat identity and batch

Specify natural buckwheat honey, its harvest origin, the producer and packer, and whether you need drums for repacking or finished retail jars. Agree colour, aroma, flavour and texture against an approved sample. Ask for harvest and blending records and specialist pollen analysis supporting the buckwheat claim. Keep floral identification separate from tests for added syrups.

Agree batch testing for authenticity, moisture, hydroxymethylfurfural, diastase activity and veterinary medicine and pesticide residues. Specify food-grade drum linings or suitable jar and lid materials. Food names must represent the product honestly; confirm honey harvest-origin labelling requirements with the relevant authority. Approve the label against the batch records before printing.

Worked duty example

Illustrative example, not a quote: 20 tonnes of drum-packed buckwheat honey, illustrative wholesale order under 0409 00 00 90, invoiced at £42,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £45,500. Duty at 16% is £7,280. Import VAT at 20% is charged on the customs value plus duty, £52,780, so it is £10,556. Import taxes total £17,836; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £7,280 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Floral identity: match harvest and blending records, pollen findings and the retained sample to the buckwheat description on the order and label.

Batch reports: match report identifiers to drum or jar lot marks; review authenticity, moisture, heat-damage indicators and residue results.

Arrival condition: check seals, leakage, drum linings, lids and visible contamination; compare colour, aroma and texture with the approved sample.

Documents and labels: match the packer and consignment to the health paperwork, verify origin wording and check organic certification where claimed. Use quality inspection alongside laboratory testing.

What goes wrong

A batch sold as buckwheat honey may have an unsupported floral claim, even when it passes an added-syrup test. Do not accept colour or the supplier's sample as the sole basis for the description. Investigate discrepancies between the supplied batch, pollen report and harvest records before releasing stock.

Added syrups, excessive moisture and overheating are separate risks. Wet honey can ferment, while overheating raises hydroxymethylfurfural and affects quality. Keep sealed batch samples and agree how failed reports, damaged packaging and mismatched paperwork will be resolved before shipment.
