Sourcing steel waste skips from China

Specify the lifting system before the capacity: a chain-lift skip needs approved lug and tipping-bar geometry, with no base-plate lip that can catch the tipping hook. Agree CHEM TS14/TS3 and prove fit on your loader before batch approval. For provisionally classified 7326909890, UK duty is 2% and import VAT 20%.

Specify the vehicle interface before the skip capacity

Scope this enquiry around empty, fabricated steel waste skips. Start by identifying whether the buyer uses a chain-lift skip loader or a hookloader. Send the factory the vehicle interface drawing and photographs of a compatible existing container; make approval of that interface a condition of the order.

For chain-lift skips, use CHEM TS14, Standard Specifications for Skip Containers, alongside CHEM TS3, Container lifting lug & Keep plate profile. The CHEM downloads page identifies these documents specifically for skips and their lifting-lug attachments. Put the agreed document revisions and drawing revision in the purchase specification.

For hookloader containers, do not accept a general claim of DIN compatibility as proof of UK vehicle fit. WISH warns that the DIN and UK CHEM interfaces differ, including hook-bar height and subframe width. Ask the loader manufacturer to approve the applicable interface before the factory builds it.

Your product specification should define external dimensions, usable capacity, empty weight, maximum intended payload, steel grade, floor and wall thickness, reinforcement, door arrangement and coating. Require the supplier to distinguish payload from total loaded weight rather than treating a capacity label as load approval.

Chinese supplier leads and a relevant trade fair

A concrete manufacturing lead is Tongren Tiangong Special Vehicle, whose own website lists skip bins and hooklift bins and gives its address as Tieshan Industrial Zone, Qingdao, Shandong. Treat this as a supplier-published lead for a factory visit, rather than independent evidence of quality or UK compatibility.

For a wider search, Shanghai International Environmental Protection Expo, also branded IE Expo Shanghai, takes place at Shanghai New International Expo Centre and includes solid-waste treatment and resource recovery. Use the exhibitor directory to shortlist waste-container fabricators, then confirm whether they actually manufacture the required skip. The fair's broad environmental scope does not establish that any particular exhibitor makes UK-compatible skips.

When arranging factory verification, request access to the cutting, forming, welding and finishing operations for the proposed product. Ask to see the lifting-lug attachment before paint conceals it, the interface checking method and a finished sample built to the buyer's drawing.

Acceptance checks: false hooking, lug attachment and doors

The distinctive failure to design out is false engagement of the tipping hook. HSE describes hooks catching a projecting base-plate lip instead of the intended catch bar; release during tipping can cause uncontrolled swinging. Include close-up photographs of the tipping-bar area in sample approval, and reject a design that allows the hook to catch that lip.

WISH recommends fully welded external shell edges and corners and reinforcement behind lifting lugs. Make these areas inspection hold points before coating. Require photographs showing the lug attachment and internal reinforcement, and have a competent fabrication inspector assess suspect welds rather than approving them from painted overview photographs.

Suggested contractual acceptance checks: measure lug positions and tipping-bar geometry against the approved drawing; record plate thickness and empty weight; check base straightness, door movement, hinges and locks; inspect coating coverage and damage. Agree tolerances and rejection criteria before production rather than inventing them on inspection day.

Arrange a controlled loading and tipping trial on the intended vehicle under a competent person's procedure. HSE advises a visual check of proper hook engagement during tipping. Record the sample identity and vehicle used; for repeat orders, consider an approved factory checking jig for the critical interface dimensions.

Agree how nested skips will be separated so concealed bases and lifting points can be inspected. Tie the inspection brief to a defect record for each inspected skip, with photographs and repair or replacement decisions before release.

UK duty: one provisional classification

The UK Trade Tariff was checked on 10 October 2026 with China selected. For 7326909890 it lists a 2% third-country duty and 20% standard-rate import VAT; no China anti-dumping duty is listed.

This is a provisional classification for the empty fabricated steel skip described here, not a binding classification decision. Ask the declarant to confirm it from the drawings, construction and intended function. Do not extend this row automatically to powered compactors, vehicle assemblies or specialist transport containers. Resolve the commodity code before calculating the landed price.

Worked example: include UK delivery in the VAT base

Hypothetical values only, not a supplier quote: a batch of empty skips costs £30,000, with £5,000 for transport and insurance to the UK border. Assume those figures contain all customs-value additions, the provisional code is confirmed, and no relief applies. Customs value: £30,000 + £5,000 = £35,000. Duty: £35,000 × 2% = £700.

Assume a further £1,000 of separately identified transport to the first UK destination, with no other VAT-value additions. HMRC includes this destination cost and customs duty in the import VAT base: £35,000 + £700 + £1,000 = £36,700. Import VAT: £36,700 × 20% = £7,340. Duty plus import VAT: £8,040.

The key distinction is that the separately identified post-border delivery cost is included here in the VAT calculation, not the customs value. Use the import duty and VAT guide to reconcile the actual invoice, freight charges and declaration rather than treating this example as a freight estimate.

UK maintenance duties after the skips arrive

For use in Great Britain, the Provision and Use of Work Equipment Regulations 1998 (PUWER) require employers to maintain work equipment in efficient working order and good repair. Regulation 6 requires suitable inspection intervals where deterioration could create danger, and inspection results must be recorded and retained until the next inspection. The current revised provisions were checked on legislation.gov.uk.

Keep the skip separate from the equipment lifting it when planning inspections. HSE says an ordinary skip used to carry material and not permanently attached to the lifting machinery is normally part of the load, so a LOLER thorough examination is usually not required for the skip itself. It still needs maintenance and inspection for safe use, including lifting.

Before commissioning, ask a competent assessor to define the inspection arrangements for the skips and the loader, chains and hooks separately. Retain approved drawings, sample-trial records, operating instructions and the defect history so acceptance at the factory becomes a usable maintenance baseline.

Frequently asked questions

Is a DIN specification enough for a UK hookloader?

It is not sufficient evidence of fit. WISH identifies differences between DIN and UK CHEM interfaces. Obtain approval of the actual hook-bar and subframe drawing from the buyer's loader manufacturer.

Which defect should stop sample approval?

A tipping hook that can catch a projecting base-plate lip instead of the catch bar should stop approval. HSE documents the resulting false engagement and uncontrolled swinging risk. Resolve the geometry before batch production.

Does every skip need a LOLER certificate?

HSE says ordinary skips carried as the load usually do not require a LOLER thorough examination. Maintenance and inspections are still necessary. Have a competent assessor confirm the position for the actual lifting arrangement.
