UK duty and classification for retaining rings

Read from the UK Trade Tariff on 8 October 2026, heading 7318 covers iron or steel fasteners and similar articles. For retaining rings, the relevant candidate in the supplied data is 7318 29 00 90, covering other non-threaded articles. The table shows different ring designs against this same candidate code, rather than separate tariff lines.

The supplied snapshot shows 0% duty for goods from China on this line, with no anti-dumping or countervailing duty, steel trade measure, suspension or attached import control. Separately, heading 7318 is within the published scope of Russian steel sanctions. Check whether the steel inputs trigger those prohibitions and retain verifiable supply-chain evidence.

Send the drawing, material and intended function to your customs broker to confirm the commodity code. Check the UK treatment rather than relying on the Chinese supplier's code. See the wider fasteners guide for other products under this heading. For steel blind rivets, see our steel blind rivet sourcing guide. For dowel pins, see our steel dowel pin sourcing guide. For suspension fasteners, see our suspension U-bolt sourcing guide.

Specify the ring and its mating groove

Specify external shaft rings, internal bore rings, E-clips or spiral rings explicitly. Provide the mating groove drawing as well as the ring drawing, including thickness, free diameter, groove width and depth, edge condition and installation access. Agree the required axial retention performance and how samples will be tested in the intended assembly.

State steel grade, heat treatment, hardness acceptance criteria, finish and corrosion protection. Agree whether material and heat-treatment records must identify the production batch. For plated spring steel, ask the factory how it controls embrittlement during processing. Keep an approved sample for comparison with production.

If the rings are sold as consumer products, you must not sell products that you know, or should have known, are unsafe. Match the safety assessment to the intended use rather than treating a dimensional check as proof of safe performance.

Worked duty example

Illustrative example, not a quote: 50 cartons of external steel retaining rings, illustrative under 7318 29 00 90, invoiced at £4,000 free on board, with £800 of freight and insurance to the UK. The customs value is £4,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £4,800, so it is £960. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: measure thickness, free diameter, lug holes and flatness against the approved drawing; trial-fit samples in representative shaft or bore grooves.

Spring behaviour: install and remove samples using the intended tool; check for cracks, permanent deformation and incomplete seating, then test the agreed retention performance.

Surface: inspect cut edges, burrs, corrosion and coating coverage, particularly around lug holes and contact edges.

Batch identity: match carton labels to drawings and material records on arrival; keep different sizes and finishes separate. Plan quality inspection around these checks.

What goes wrong

A ring can match the nominal shaft size yet fail because its thickness or profile does not suit the groove. Burrs prevent full seating, distorted rings sit proud, and unsuitable heat treatment can cause cracking or loss of spring force. Approve a trial assembly before accepting production and quarantine arrivals that fail the agreed checks.

Mixed sizes and undocumented steel substitutions also cause problems. Ask for evidence tracing the steel inputs and processing locations: official guidance says traders should be prepared to demonstrate supply-chain history. Chinese manufacture alone does not resolve the Russian steel sanctions check.

Frequently asked questions

What is the UK import duty on steel retaining rings from China?

The supplied tariff snapshot shows 0% for 7318 29 00 90, with no trade remedy or attached import control. Confirm that your ring matches this classification.

Are circlips and spring washers the same commodity?

Do not assume so. A groove-mounted retaining ring has a different function from a washer beneath a fastener. Send the drawing and intended use to your broker for classification.

What should I check when retaining rings arrive?

Check batch identity, thickness, free diameter, flatness, burrs and corrosion. Trial-fit samples in the intended grooves and test the agreed retention performance.

What steel origin evidence should I ask the factory for?

Ask for verifiable records tracing steel origin and processing locations, such as mill certificates and supporting invoices. Have your broker review any possible Russian steel sanctions exposure.
