Duty and classification for steel dowel pins

Read from the UK Trade Tariff on 30 September 2026, heading 7318 covers iron or steel fasteners and similar articles. Its residual non-threaded line, 7318 29 00 90, is the starting point to check for solid steel locating dowels. The table shows product variants sharing that line, rather than separate tariff subdivisions.

The supplied snapshot shows 0% duty for goods from China on this line, with no anti-dumping or countervailing duty, steel measure, suspension or attached import control. Import VAT is normally 20%; see UK import duty and VAT. These findings describe the tariff snapshot, rather than approval of a particular pin's intended application.

Specify the dowel and its mating hole together

State the steel grade, heat treatment, hardness acceptance range, finished diameter and length tolerances, straightness, roundness and surface finish. Define end chamfers or radii, any extraction hole, and whether dimensions apply after coating. Describe the intended interference or clearance fit using the mating-hole drawing.

Approve a sample in the actual assembly and agree the measurement method before production. Ask for material and hardness records linked to each batch, and identify the coating and rust-prevention treatment. REACH restrictions address chemical risks in articles; check the supplied material and finish against applicable restrictions.

For Great Britain, conformity marking is only necessary where sector-specific regulations require it. Ask which product rules apply to the supplied pin and its intended use before accepting a CE or UKCA claim.

Worked duty example

Illustrative example, not a quote: Illustrative mixed-carton order of ground steel dowel pins for a machinery repair business under 7318 29 00 90, invoiced at £4,000 free on board, with £300 of freight and insurance to the UK. The customs value is £4,300. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £4,300, so it is £860. Inspection checklist

Dimensions: measure diameter along the pin and in different orientations; check length, roundness, straightness and end geometry against the approved drawing.

Material and hardness: match batch identification to material records and compare sampled hardness results with the agreed acceptance range.

Surface: inspect for grinding marks, cracks, burrs, rust and coating build-up; check extraction holes for blocked or damaged threads.

Fit and packing: trial-fit sampled pins in the mating parts, check extraction where specified, and verify separated sizes, batch labels and corrosion protection on arrival. Agree sampling through the quality inspection guide.

What goes wrong

A pin can meet its nominal diameter but bind because it is tapered, oval or bowed. Coating can change the fit, and a burred chamfer can score the hole during insertion. Soft pins may deform during assembly, while unsuitable heat treatment can leave brittle pins. A polished appearance does not establish hardness or dimensional accuracy.

Mixed sizes and untraceable batches make assembly faults harder to isolate. Keep suspect batches separate, record measurements and trial-fit results, and agree replacement acceptance against the drawing rather than a supplier's description of a standard pin.
