UK duty on steel panel pins

Heading 7317 covers iron or steel nails and similar articles, excluding articles with copper heads. Loose steel panel pins made from wire normally fit 7317 00 60 00, the other-wire-nails line. The finish variants in the table share that code; they are not separate tariff subdivisions.

Read from the UK Trade Tariff on 1 October 2026, all supplied lines carried 0% duty for goods from China. The supplied record lists no anti-dumping or countervailing duties, suspensions, steel trade measure or attached import controls. Import VAT is separate from customs duty; see UK import duty and VAT.

Confirm the manufacturing method and whether the pins are loose or collated before declaring the commodity code. For the wider heading and gun-fed products, see collated brad nails.

Specify the small head, shank and finish

Specify steel grade, shank diameter, length, head diameter, point shape and dimensional tolerances. Agree whether the head must sit flush or be punched below the surface. Send the factory a drawing and an approved sample, together with the actual panel and timber backing used for driving trials.

State bright, zinc-plated, stainless or black-finished material explicitly. Agree coating coverage, appearance and packaging that keeps the pins dry. For structural timber connections, ask the relevant authority to confirm which construction-products rules apply and whether a declaration of performance and CE or UKCA marking are needed. CE marking continues to be recognised for construction products in Great Britain.

General product safety rules apply to products intended for, or foreseeably used by, consumers. A business importing panel pins for consumer use is responsible for their safety. Agree secure packs and clear handling information for the sharp points.

Worked duty example

Illustrative example, not a quote: Illustrative order of 25 cartons of mixed-size loose steel panel pins for a joinery supplier; not a quotation under 7317 00 60 00, invoiced at £4,800 free on board, with £2,000 of freight and insurance to the UK. The customs value is £6,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £6,800, so it is £1,360. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: measure shank, length and head against the drawing; check straightness, centred heads and consistent points.

Driving: hammer samples into the intended panel and backing; check bending, head breakage, splitting and whether heads can be set cleanly.

Finish: inspect for rust, bare patches, flaking and colour variation; check the agreed coating or stainless grade against the supplier's records.

Packing: compare the stated count or net weight with the contents; check mixed sizes, secure closures and readable batch identification.

What goes wrong

Fine shanks bend in hard backing, blunt points split thin panels, and off-centre heads leave visible damage. A sample that works in soft timber can still fail in the buyer's actual assembly. Approve a driving trial using production pins before shipment.

Rust can stain visible timber, mixed lengths can pierce the back of a panel, and weak packs spill sharp pins during handling. Keep rejected lots separate and record the defects by batch. Use an agreed quality inspection brief so the factory and inspector check the same features.
