Zero duty on loose wire fencing staples

Heading 7317 covers iron or steel nails, tacks, staples and similar articles, excluding staples of heading 8305 and articles with copper heads. This guide concerns loose steel staples for securing fencing wire to timber posts. The table shows product variants sharing the same wire-made commodity line.

Read from the UK Trade Tariff on 1 October 2026, the supplied lines carry 0% duty for goods from China. The supplied snapshot lists no steel measure, anti-dumping or countervailing duty, suspension or attached import control. Import VAT is separate; see UK import duty and VAT.

Confirm the material, manufacturing method and presentation using finding your commodity code. Do not classify a collated product solely from the name 'fencing staple': staples in strips for staplers belong to heading 8305. See the wider nails, staples and tacks guide.

Leg geometry, timber and coating

Specify wire diameter, leg length, inside crown width, point shape and smooth or barbed legs on an agreed drawing. Name the fencing wire and timber used for the driving trial. Define how the staple should retain the wire without cutting it, and agree acceptable bending, splitting and withdrawal behaviour.

Write down the steel material, coating process and coating acceptance criteria. Keep hot-dip galvanised, electro-galvanised and stainless products separate in the order. Ask for coating evidence tied to the actual batch, and approve a sample driven into the intended timber rather than judging appearance alone.

For sales in Great Britain, general product safety rules cover goods intended or reasonably likely to be used by consumers. Businesses importing or selling consumer products are responsible for their safety. Agree packaging that contains the sharp points, handling information and batch identification before production.

Worked duty example

Illustrative example, not a quote: A pallet of loose galvanised steel fencing staples, illustrative only under 7317 00 60 00, invoiced at £4,800 free on board, with £2,000 of freight and insurance to the UK. The customs value is £6,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £6,800, so it is £1,360. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Geometry: measure wire diameter, leg length and crown opening against the drawing; check leg alignment, points and barbs.

Driving: use the intended timber and fencing wire; check for buckling, broken legs, split posts and wire damage.

Surface: check coating coverage around bends and points, exposed steel, flaking and rust; compare batch coating evidence with the order.

Packing: check net weight or count against the label, mixed sizes, batch identification and packaging damage. Agree the checks through quality inspection.

What goes wrong

A staple can look correct yet buckle when driven because its wire or point geometry differs from the approved sample. Unequal legs twist the staple, a narrow crown pinches the fencing wire, and excessive driving damages the wire or splits the post. Test the combination of staple, wire and timber.

Coating can be thin or damaged at the bend and points, while damp cartons conceal early rust. Mixed lengths and inaccurate box weights also cause disputes. Keep an approved sample and batch photographs, and resolve failures against the written drawing and acceptance criteria.

Frequently asked questions

What is the UK import duty on steel fencing staples from China?

The supplied tariff snapshot shows 0% duty. Loose steel wire fencing staples normally use 7317 00 60 00, with no anti-dumping or countervailing duty shown. Import VAT is separate.

Should I buy galvanised or stainless fencing staples?

Specify the exposure, timber treatment and required service performance first. Agree the material and coating process, then compare batch evidence and samples rather than relying on the word 'galvanised'.

How do I check whether fencing staples will bend?

Drive samples into the intended timber with the intended fencing wire. Check buckling, leg breakage, post splitting and wire damage against agreed acceptance criteria.

Can I use the same code for loose and collated staples?

Confirm each presentation separately. Loose wire-made fencing staples normally use 7317 00 60 00; staples in strips for staplers belong to heading 8305.
