Sourcing steel combi-wall piling from China

Steel combi-wall piling systems combine king piles with sheet-pile infills. The heading 7301 lines carry 0% UK duty from China, but classify each component separately rather than assuming the whole package qualifies. Match connector geometry to the engineer's drawings. Duty on combi-wall components

Read from the UK Trade Tariff on 1 October 2026, heading 7301 covers iron or steel sheet piling, including assembled elements, and welded angles, shapes and sections. Both supplied lines carry 0% duty for goods from China. The snapshot lists no anti-dumping or countervailing duty, steel measure, suspension or import control. The table repeats the sheet-piling code for different infill forms.

A combi-wall package can include components outside this heading. Do not extend the infill duty to tubular king piles or non-welded rolled sections without checking their classification. Give your broker component drawings, manufacturing details and an itemised packing list to confirm the commodity code. See the wider steel sheet piling guide.

Ask your customs broker to confirm whether the heading 7301 lines are within the iron and steel scope of the UK carbon border adjustment mechanism for imports from 1 January 2027. Ask the supplier for emissions data alongside mill records and review the UK carbon border adjustment guide before ordering for that period.

Specify the king-pile and infill interface

Issue the engineer's component schedule and drawings for king piles, sheet-pile infills, connectors, corners and junctions. State section properties, steel grade, lengths, straightness tolerances, connector orientation and weld details. Agree whether connectors arrive attached or loose, and identify which supplier controls their fit.

Specify coating coverage, interlock treatment, lifting points and bundle identification. Request heat-linked mill certificates, welding procedures and the inspection records agreed with the engineer. For fabricated structural components, request the factory production control certificate, execution class and declaration of performance.

For construction products supplied in Great Britain, CE marking remains available; UKCA marking can also be used subject to its underlying requirements. Confirm the applicable product standard or technical assessment for each supplied component. Importers must not supply products they have reason to believe are non-compliant.

Worked duty example

Illustrative example, not a quote: Illustrative order: 50 tonnes of sheet-pile infills for a combi-wall under 7301 10 00 00, invoiced at £32,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £36,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £36,000, so it is £7,200. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Geometry: compare king-pile dimensions, connector positions and orientation with the approved drawings; check straightness and twist.

Fit: trial-thread representative infills through the actual connectors, including corner and junction arrangements; record binding or excessive play.

Material and welds: match heat markings to mill certificates; check connector weld size, continuity and agreed test records.

Arrival: reconcile component and bundle identities with the packing list; inspect bent interlocks, damaged connectors and coating damage before installation.

What goes wrong

Individually acceptable piles can still form an unusable package when connector geometry or orientation differs between suppliers. Weld distortion can narrow the connector opening, and handling damage can prevent infills threading. Trial-assemble the supplied interfaces before shipment and retain the accepted drawings and inspection records.

A single description such as 'combi-wall system' can hide differences in manufacturing method and component classification. Keep the invoice and packing list itemised, and resolve substitutions with the engineer before accepting them. Use a quality inspection brief that covers the assembled interface as well as individual piles.

Frequently asked questions

What is the UK import duty on Chinese combi-wall piling?

The supplied heading 7301 lines carry 0% duty from China, with no listed trade remedy or steel measure. This applies to qualifying sheet piling and welded sections; check other components separately.

Can tubular king piles use the sheet-piling code?

Do not assume they can. Ask your customs broker to classify the actual king pile from its drawings and manufacturing details, separately from the sheet-pile infills.

How do I check that the infills fit the king piles?

Trial-thread representative infills through the supplied connectors. Check connector orientation, weld distortion and corner arrangements against the engineer's drawings before shipment.

What documents should I request from the factory?

Request approved drawings, heat-linked mill certificates, connector weld inspection records and an itemised packing list. For fabricated structural components, also request the applicable performance and factory production control documents.
