Zero duty on milk storage tanks

Read from the UK Trade Tariff on 1 October 2026, heading 7309 covers iron or steel containers exceeding 300 litres, without mechanical or thermal equipment. For milk storage, the liquid-container lines distinguish lined or heat-insulated tanks from other tanks by capacity. Lined and insulated designs share a commodity code, so the table shows that code twice.

The relevant liquid-container lines carry 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspension, steel measure or import control on those lines. A fluorinated greenhouse gas control is attached to the separate gas-container line; an importer using that line should confirm the requirement with their customs broker. Import VAT is separate; see UK import duty and VAT.

Tanks fitted with agitators or heating or cooling equipment need a different classification assessment. Confirm the commodity code against the complete specification. See the fermentation tank guide for the wider tank family. Confirm with HMRC or your customs broker whether these heading 7309 lines fall within the UK carbon border adjustment mechanism and whether the planned start date of 1 January 2027 applies to your imports; consult the UK carbon border guide when planning delivery.

UK duty on these lines for goods of Chinese origin (one code per row), read from the UK Trade Tariff on 1 October 2026.

Specify the milk-contact surfaces and drainage

Agree the working capacity, stainless grade, plate thickness, internal finish, weld treatment, outlet position and manway access in the drawing. Describe the milk, storage conditions and cleaning chemicals the tank will encounter. Specify seals and valve materials separately from the shell, and ask for material certificates linked to the delivered tank.

Confirm with the relevant food-safety authority the requirements governing substance transfer from food-contact materials, including risks to health, unacceptable changes to the milk's composition and impairment of taste or smell. Ask for evidence covering the actual contact materials and intended use. For food-business operation, the cleaning schedule must identify what is cleaned or disinfected, how often and which products are used. Agree how the outlet, seals and internal seams will be reached during cleaning.

Worked duty example

Illustrative example, not a quote: Illustrative order: four uninsulated stainless steel milk storage tanks of 20,000 litres under 7309 00 59 00, invoiced at £60,000 free on board, with £8,000 of freight and insurance to the UK. The customs value is £68,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £68,000, so it is £13,600. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Materials: match shell, fittings and seals to the approved specification and material records; verify stainless grade and plate thickness.

Interior: inspect welds, surface treatment and valve cavities for roughness, crevices, residue and areas that retain liquid.

Tests: witness the agreed leak test, check manway and outlet seals, and demonstrate drainage with the tank in its intended installation position.

Arrival: check dents, supports, lifting points, nozzle alignment and protected openings against dispatch photographs before installation. Use an agreed inspection checklist.

What goes wrong

A polished outer shell can hide rough internal welds, unfinished seams or an outlet that leaves milk behind. A stainless shell certificate does not establish the suitability of a substituted seal or valve. Record these details in the order and inspect the completed interior before packing.

Buyers can also order a cooling or agitating unit while declaring it as a passive storage tank. Settle the equipment specification and classification together. Transport damage can distort a manway or outlet even when the shell looks intact, so repeat the agreed seal and drainage checks on arrival.

Does an insulated milk tank belong in heading 7309?

It can, if capacity exceeds 300 litres and it has no mechanical or thermal equipment. Passive insulation differs from fitted cooling equipment; confirm the complete design before declaring the code.

What food-contact evidence should I request?

Request material records and suitability evidence for the shell, welds, seals and valves in contact with milk, covering the intended storage and cleaning conditions.

What should I check when a milk tank arrives?

Check transport damage, supports, nozzle positions, internal finish and seals. Repeat the agreed leak and drainage checks before putting the tank into service.
