Sourcing silicone high-heat paints from China

Finished solvent-based silicone high-temperature paints generally pay 6% UK duty; certain separately classified solutions have 0% suspensions. GB importers are responsible for chemical classification; check hazard labels and confirm applicable UK REACH requirements with HSE. Cambridge China Bridge sources solvent-based silicone high-temperature paints.

Finished paint duty and silicone solution suspensions

Read from the UK Trade Tariff on 4 October 2026, heading 3208 covers polymer-based paints and varnishes in a non-aqueous medium and specified polymer solutions. Finished silicone high-temperature paint based on synthetic polymers is a candidate for 3208 90 91 00, carrying 6% duty for goods from China. The supplied tariff data lists no anti-dumping or countervailing duty.

The relevant finished-paint and solution lines span 0% to 6% when suspensions are included. The specified methylsiloxane and alkoxy-containing siloxane solutions have 0% suspensions, with exclusions for mixtures, preparations or products containing them. The other-solutions line also lists a 0% suspension. These solution entries are classification comparisons, not interchangeable codes for finished paint. Match the complete composition and form before claiming relief.

The tariff attaches an ozone-depleting-substances restriction and waste import and export controls. Check the formula for controlled substances and ask your customs broker to confirm the applicable declaration and control requirements for goods from China. Waste shipment controls apply when the material is waste. Confirm the commodity code; see the wider paints and varnishes guide for other binder families.

Specify the heat exposure and curing process

Specify the silicone binder, substrate, surface preparation, compatible primer, colour, gloss, application method and dry film thickness. Separate continuous service temperature from short heat excursions. Describe heating and cooling cycles, exposure duration and whether the coating faces moisture, exhaust gases or outdoor weather. Ask for a test report using the proposed coating system on a representative substrate.

Agree the drying and heat-curing instructions, including the heating sequence and when the coated part can enter service. Assess adhesion, cracking, blistering and colour change after the agreed heat exposure and cooling. Approve a coated panel and retain a batch sample; a room-temperature colour match alone does not establish heat performance.

The GB importer is responsible for chemical classification. Check hazard labels and an English safety data sheet, and confirm with HSE the applicable UK REACH requirements and registration position for relevant constituent substances and your planned annual imports. Agree dangerous goods shipping arrangements for flammable grades before booking.

For paint imported as waste into England under notification controls, the exporter must apply to the competent authority in the dispatch country for consent. Confirm the waste classification and route with the authorities and your broker before shipment; do not treat discarded paint as ordinary saleable stock.

Worked duty example

Illustrative example, not a quote: Illustrative small-business stock order: 5 tonnes of silicone high-temperature paint under 3208 90 91 00, invoiced at £24,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £26,000. Duty at 6% is £1,560. Import VAT at 20% is charged on the customs value plus duty, £27,560, so it is £5,512. Import taxes total £7,072; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,560 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Batch identity: match the product name, batch marks, certificate of analysis, safety data sheet and approved formulation; record any binder or solvent substitution.

Liquid condition: inspect for skinning, gel particles, hard settling and contamination; compare viscosity, solids and redispersion with the agreed sample.

Heat performance: coat representative panels using the agreed preparation and film thickness, follow the curing schedule, then check adhesion, cracking, blistering and colour after heating and cooling.

Packing and documents: inspect lids, seals, leakage and damaged tins on arrival; reconcile quantities and batch marks, and check the agreed hazard labels and transport paperwork.

What goes wrong

A supplier may demonstrate a brief heat exposure while the buyer needs continuous service. A panel can look acceptable before heating but lose adhesion, crack or change colour afterwards. An incompatible primer or a curing process the buyer cannot reproduce can undermine the coating system. Put the substrate, preparation, cure and heat test into the purchase specification.

Solvent loss, hard settling and formulation changes can make later batches apply differently from the approved sample. Check retained samples and batch records before accepting a substitution. A silicone-related solution suspension can also be mistaken for relief on finished paint; have the broker classify the actual formulation before costing the order.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on silicone high-temperature paint from China?

The supplied tariff data shows 6% for finished synthetic-polymer paint under 3208 90 91 00, with no anti-dumping or countervailing duty. Certain separately classified solutions have 0% suspensions.

Can silicone high-temperature paint qualify for zero duty?

Do not assume so. Finished paint carries 6% under the candidate line. A solution suspension depends on the precise commodity description and its conditions, including exclusions for preparations containing specified solutions.

How do I check the supplier's heat-resistance claim?

Agree continuous and intermittent exposure, substrate, primer, film thickness and cure. Test representative coated panels through the agreed heating and cooling cycle, then inspect adhesion and appearance.

What paperwork should I check before shipping?

Check an English safety data sheet, hazard labels, batch analysis and the UK REACH position. Agree transport paperwork for flammable grades and ask the broker to confirm the tariff's ozone and waste controls.
