Sourcing solvent-based basecoats from China
Solvent-based automotive basecoat paints from China carry UK duty of 0% to 6%, depending on the binder and tariff classification. Vehicle-refinishing products must meet their category's VOC limits; confirm the applicable VOC labelling rules with the relevant authority before sale in Great Britain. Cambridge China Bridge sources solvent-based automotive basecoat paints.

Duty depends on the basecoat binder
Read from the UK Trade Tariff on 9 November 2026, heading 3208 covers paints and varnishes based on synthetic or chemically modified natural polymers in a non-aqueous medium. For finished automotive basecoats, identify the binder and distinguish formulated paint from a polymer solution. The table gives candidate classifications, subject to the actual formulation.
The selected polyester paint line carries 0% duty from China; acrylic or vinyl-polymer paints and the selected other-polymer paints carry 6%. The supplied tariff record lists no anti-dumping or countervailing duty and no suspension for these selected lines. Specialty polymer-solution suspensions elsewhere in the heading should not be assumed to cover finished basecoat paint.
The tariff attaches an ozone-depleting-substances restriction, an import waste control and an export waste control. Check the formula for controlled ozone-depleting substances and confirm the entry declaration with your customs broker. If a Chinese consignment is waste subject to notification controls, shipment to England requires the relevant authorities' consent. Confirm any waste-control applicability with the broker. Use the commodity-code guide and wider solvent-based paints guide.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Polyester-based automotive basecoat paint, other than polymer solutions | 3208 10 90 00 | 0% | None |
| Acrylic or vinyl-polymer automotive basecoat paint | 3208 20 90 00 | 6% | None |
| Automotive basecoat paint based on other synthetic polymers | 3208 90 91 00 | 6% | None |
| Automotive basecoat paint based on chemically modified natural polymers | 3208 90 99 00 | 6% | None |
Specify the colour and complete coating system
State whether the basecoat is for vehicle repair or factory production. Specify the binder, colour reference, solid, metallic or pearl appearance, approved thinner, mixing instructions, spray viscosity, flash-off conditions and compatible primer and clearcoat. Approve sprayed panels using the intended coating system; a colour chip alone does not establish metallic orientation or clearcoat compatibility.
For vehicle-refinishing products, check the applicable VOC category limit and VOC labelling. Where thinner or other solvent-containing components are added, the limit applies to the ready-for-use product. Request evidence for the specified mixing recipe, an English safety data sheet and the chemical classification and hazard labels. Check UK REACH arrangements before ordering.
Worked duty example
Illustrative example, not a quote: Illustrative order: 5 tonnes of solvent-based acrylic automotive basecoat paint under 3208 20 90 00, invoiced at £32,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £35,500. Duty at 6% is £2,130. Import VAT at 20% is charged on the customs value plus duty, £37,630, so it is £7,526. Import taxes total £9,656; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £2,130 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Colour: spray batch samples beside the approved panel with the agreed primer, thinner and clearcoat. Compare shade under different lighting and viewing angles, including metallic or pearl appearance.
Application: check viscosity, solids, hiding, flash-off and recoating behaviour against the agreed specification. Look for mottling, lifting, poor adhesion and defects after the clearcoat cures.
Documents: match the formulation, batch reference, safety data sheet and labels. Check the vehicle-refinishing VOC information against the specified ready-for-use recipe.
Packing: inspect lids, seals, corrosion, dents and leakage on arrival. Match tin and carton batch references to the batch records, and retain samples. Arrange dangerous-goods transport for flammable paint.

What goes wrong
A basecoat can match a flat colour chip yet show a different shade on a curved panel. Metallic particles may orient unevenly, producing stripes or clouds. Changed solvent blends can alter flash-off and cause the clearcoat to disturb the colour layer. Approve the complete sprayed system and keep a retained sample from each accepted batch.
Paperwork can fail even when the colour passes: a VOC figure for undiluted paint does not establish compliance for the ready-for-use recipe, and labels or safety data sheets may describe a different formula. Leaking tins and incomplete dangerous-goods paperwork can also disrupt delivery. Use testing and certification support to agree the evidence before shipment.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on automotive basecoat paint from China?
The selected finished-paint lines carry 0% for polyester-based paint and 6% for acrylic, vinyl and other listed polymer bases. The supplied tariff record lists no anti-dumping or countervailing duty.
Can solvent-based automotive basecoat be sold for vehicle repairs?
Vehicle-refinishing products must meet the applicable VOC category limit. Confirm the applicable VOC labelling rules with the relevant authority. Where solvent-containing components are added, check the ready-for-use recipe before approving the product.
How do I check metallic basecoat colour?
Spray a panel using the agreed primer, thinner and clearcoat. Compare it with the approved panel under different lighting and viewing angles, and check for mottling and uneven metallic orientation.
What chemical paperwork should I request?
Request an English safety data sheet, chemical classification and hazard labels, plus vehicle-refinishing VOC evidence where applicable. Check UK REACH arrangements and flammable-paint transport before ordering.
