Sourcing zinc-rich primers from China

Solvent-based zinc-rich primers from China fall within a heading with 0% to 6% duty; epoxy and other synthetic-polymer paints normally carry 6%. Products placed on the Great Britain market must meet GB CLP classification and labelling rules. Specify metallic zinc in the dry film and the coating system. Cambridge China Bridge sources solvent-based zinc-rich primers.

Duty follows the binder and product form

Read from the UK Trade Tariff on 4 October 2026, heading 3208 covers paints and varnishes based on synthetic or chemically modified natural polymers in a non-aqueous medium. Epoxy zinc-rich primers fall within the synthetic-polymer paint family. The table gives binder-based alternatives to check against the actual formulation, rather than interchangeable codes for the same primer. See the wider solvent-based paints guide.

Chinese-origin synthetic-polymer, acrylic or vinyl, and chemically modified natural-polymer paints carry 6%; other polyester-based paints carry 0%. The selected lines show no anti-dumping or countervailing duty and no suspension. Specialty resin-solution suspensions elsewhere in the heading do not establish relief for a finished zinc-rich primer. Confirm the binder, formulation and supplied form using finding your commodity code.

The tariff attaches an ozone-depleting-substance restriction and waste import and export controls. Check the formulation before making the declaration that goods contain no controlled ozone-depleting substances and do not rely on them. Such substances require an import licence for Great Britain. For material treated as waste under notification controls, shipping to England requires consent from the Environment Agency and other competent authorities. Ask your customs broker to confirm the attached controls, including any waste return shipment.

Specify zinc in the dry film and the coating system

Specify the binder chemistry, metallic zinc content in the dry film, its measurement basis, solids content, viscosity and approved thinner. Distinguish metallic zinc from total zinc-containing material. Agree the substrate preparation, application method, dry-film thickness, curing conditions and compatible intermediate and top coats. Request batch test results and trial panels made with the proposed coating system.

For Great Britain, check GB CLP classification and labelling and obtain an English safety data sheet where required. Ask HSE to confirm UK REACH registration requirements for the constituent substances and whether coverage by the manufacturer's Great Britain only representative is available for your imports. For flammable grades, agree dangerous goods shipping and UN-approved packaging with the forwarder before ordering.

Worked duty example

Illustrative example, not a quote: Illustrative order: 5 tonnes of solvent-based epoxy zinc-rich primer under 3208 90 91 00, invoiced at £32,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £35,500. Duty at 6% is £2,130. Import VAT at 20% is charged on the customs value plus duty, £37,630, so it is £7,526. Import taxes total £9,656; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £2,130 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match binder, components, batch references and analysis certificates to the approved formulation; verify metallic zinc content on the agreed dry-film basis.

Condition: inspect for leakage, damaged seals, hard settling and lumps; confirm the material can be mixed back to the agreed application consistency.

Performance: apply retained samples to prepared steel panels; check dry-film thickness, curing, adhesion and compatibility with the agreed overcoats against the approved sample.

Documents: match labels and the English safety data sheet to each supplied component; check packaging marks and transport paperwork with the forwarder. Arrange testing and certification support around the agreed acceptance criteria.

What goes wrong

A supplier's zinc percentage may describe the wet paint or total zinc compounds rather than metallic zinc in the dry film. A grey appearance cannot resolve that difference. Hard settling, solvent loss or a changed binder can make a batch difficult to apply or cause it to perform differently from the approved sample.

Poor substrate preparation, unsuitable curing conditions and incompatible overcoats can undermine an otherwise acceptable primer. Retain samples, record application conditions and compare the complete coating system before accepting a batch. Keep formulation changes subject to buyer approval and use quality inspection explained to define the inspection scope.

Frequently asked questions

What is the UK import duty on zinc-rich primer from China?

The supplied tariff facts show 6% for epoxy and other synthetic-polymer paints under 3208 90 91 00. Other polyester-based paints carry 0%; confirm the actual binder and product form.

What zinc content should I put in the specification?

Specify metallic zinc content in the dry film, the measurement basis and the agreed test method. Ask the supplier to distinguish it from wet-paint content and total zinc compounds.

Do I need UK REACH registration for imported primer?

Ask HSE to confirm UK REACH registration requirements for each constituent substance. Confirm whether your import can be covered by the manufacturer's Great Britain only representative or needs your own registration arrangements.

Can I approve zinc-rich primer from a sample tin?

Use the tin to assess mixing and application, then test it on prepared steel with the intended overcoats. Compare batch evidence, curing and adhesion with the approved coating system.
