Sourcing intumescent coatings from China
Solvent-based intumescent coatings from China carry 0% to 6% UK duty, depending on binder and form. Coatings supplied in Great Britain must be classified and labelled under its chemical rules. Match fire-performance evidence to the coating system and intended use. Cambridge China Bridge sources solvent-based intumescent coatings.

Duty follows the binder and product form
Read from the UK Trade Tariff on 9 November 2026, heading 3208 covers synthetic-polymer or chemically modified natural-polymer paints and varnishes in a non-aqueous medium, and defined solutions. Solvent-based intumescent coatings fall within this scope according to composition. The table gives possible binder categories, not interchangeable classifications. See the wider solvent-based paints guide.
For goods from China, the listed acrylic or vinyl coatings and other synthetic or chemically modified natural-polymer coatings carry 6%; polyester coatings other than defined solutions carry 0%. The selected lines show no anti-dumping or countervailing duty and no suspension. Elsewhere in the heading, specific solution lines have suspensions; these do not establish relief for a finished intumescent coating. Confirm the commodity code using the formulation and product form.
The tariff attaches an ozone-depleting-substances restriction and waste import and export controls. Obtain the supplier's composition declaration and ask your customs broker to confirm the entry requirements. Controlled ozone-depleting substances need import licensing. If importing coating waste into England under notification controls, shipment can start only after the relevant authorities consent. Confirm requirements before importing discarded material or arranging a waste return.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Acrylic or vinyl-based coatings, other than defined solutions | 3208 20 90 00 | 6% | None |
| Other synthetic-polymer coatings, including epoxy-based formulations | 3208 90 91 00 | 6% | None |
| Polyester-based coatings, other than defined solutions | 3208 10 90 00 | 0% | None |
| Coatings based on chemically modified natural polymers | 3208 90 99 00 | 6% | None |
Specify the tested fire-protection system
Specify the substrate, required fire resistance, exposure conditions, primer, intumescent layer and topcoat as a complete system. For structural steel, ask for the thickness schedule applicable to the member shape and section factor. Obtain the full fire-test and assessment documents, including their limitations, and have the project designer check their scope against the proposed use. A demonstration of swelling alone is insufficient purchasing evidence.
Record the exact formulation identifier, solids content, viscosity, application method, thinning instructions, curing conditions and dry-film thickness. Agree compatible primers and topcoats and prohibit unapproved substitutions. For construction products not covered or fully covered by a designated standard, a technical assessment document may provide coverage. Ask a specialist to establish the applicable assessment route through testing and certification support.
Coatings supplied in Great Britain must be classified and labelled under its chemical classification rules. Obtain an English safety data sheet and check UK REACH registration arrangements for the imported substances. For flammable coatings, arrange dangerous-goods transport in approved packaging, as described in the wider paints guide. Give the forwarder the actual formulation's safety data sheet before booking.
Worked duty example
Illustrative example, not a quote: Illustrative order: 5 tonnes of epoxy-based solvent intumescent coating under 3208 90 91 00, invoiced at £32,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £35,500. Duty at 6% is £2,130. Import VAT at 20% is charged on the customs value plus duty, £37,630, so it is £7,526. Import taxes total £9,656; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £2,130 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Identity: match tin labels, batch references, formulation identifiers and batch certificates to the approved product and fire-performance documents; retain a sealed sample.
Material: compare viscosity, solids content, mixing behaviour and drying against the agreed specification; investigate hard settling, skinning or gel formation.
Application: apply a sample using the specified substrate preparation and primer; check wet and dry film thickness, adhesion, cracking, sagging and topcoat compatibility. These checks do not replace fire-performance assessment.
Arrival: check lids, seals, leakage, corrosion and net contents; reconcile labels and safety data sheets, and review recorded storage conditions before releasing stock.

What goes wrong
A report may describe a different formulation, substrate, primer or topcoat from the supplied system. A factory may substitute binder or reduce solids while retaining the same product name. The coating can look acceptable yet need more material to achieve the specified dry-film thickness. Make document identity and batch consistency part of the purchase specification.
Excessive thinning, unsuitable primers, incomplete curing and moisture exposure can cause sagging, cracking or loss of adhesion. Leaking tins and inconsistent shipping documents can also interrupt delivery. Hold suspect batches for investigation rather than blending them into accepted stock; use the quality inspection guide to define the release checks.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on intumescent coatings from China?
The selected lines carry 0% to 6%. Acrylic or vinyl coatings and other synthetic-polymer coatings carry 6%; polyester coatings other than defined solutions carry 0%. Classification depends on composition and form.
Is a Chinese fire-test report enough?
Ask for the full report and assessment, then match the formulation, substrate, primer, topcoat and thickness schedule to your project. Have the project designer review the scope before ordering.
Do solvent-based intumescent coatings need chemical paperwork?
Yes. Check classification and labelling for Great Britain, obtain an English safety data sheet and establish the UK REACH registration arrangements for the imported substances.
What should I inspect when the coating arrives?
Check batch identity, seals, leakage, net contents and storage records. Test a retained sample for viscosity, solids, drying and application behaviour against the agreed specification.
