Sourcing chlorinated rubber paints from China

Finished solvent-based chlorinated rubber paints from China carry 6% UK duty on the relevant paint lines, with no listed trade remedy. Confirm the binder and meet GB chemical labelling requirements; decorative uses also need VOC checks. Cambridge China Bridge sources solvent-based chlorinated rubber paints.

Duty depends on the binder and product form

Read from the UK Trade Tariff on 4 October 2026, heading 3208 covers paints based on synthetic or chemically modified natural polymers in a non-aqueous medium. For finished chlorinated natural-rubber paint, check 3208 90 99 00; synthetic-polymer formulations require separate classification checks. The table shows applications sharing the natural-polymer line. This line carries 6% duty from China, with no listed anti-dumping duty, countervailing duty or suspension.

The tariff attaches an ozone-depleting-substance restriction and waste import and export controls. Check the formulation before declaring that the paint contains no controlled ozone-depleting substances. Ask your customs broker to confirm the entry requirement and whether any waste control applies to the consignment. Waste shipped under notification controls cannot move until the competent authorities of destination, dispatch and transit have consented.

Give your broker the binder identity, composition, solvent system and product form to confirm the commodity code. A resin solution and a finished pigmented paint need separate checks; do not assume a specialty-solution suspension covers paint. See the wider solvent-based paints guide for other binders.

Specify the chlorinated rubber coating system

Specify the binder identity and any blended resins, intended substrate, primer, colour, gloss, solids content, viscosity and compatible thinner. Agree application method, dry film thickness, drying and recoating conditions, and the exposure the coating must withstand. For pool paint, test the proposed coating system on the actual substrate before accepting immersion-performance claims.

Before ordering, check UK REACH arrangements for the ingredients and obtain an English safety data sheet where required. Confirm the applicable GB chemical classification, label and packaging requirements for the imported paint with HSE. Have someone with scientific competence carry out classification and labelling. If the product is a decorative paint or vehicle refinishing product, check the applicable VOC limits and label requirements.

For flammable formulations, agree dangerous goods packaging and shipping documents with the forwarder before dispatch. Match the safety data sheet to the exact formulation and approved label, rather than accepting paperwork for a different paint.

Worked duty example

Illustrative example, not a quote: 5 tonnes of chlorinated natural-rubber metal topcoat in tins, illustrative only under 3208 90 99 00, invoiced at £24,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £26,000. Duty at 6% is £1,560. Import VAT at 20% is charged on the customs value plus duty, £27,560, so it is £5,512. Import taxes total £7,072; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,560 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Batch identity: match tin markings, formulation revision and batch test results to the approved chlorinated rubber paint.

Liquid condition: check viscosity, solids, skinning and whether settled pigment redistributes using the agreed mixing procedure.

Coated panels: compare colour and gloss, then check drying, adhesion and recoating on the agreed primer and substrate.

Tins and paperwork: inspect lids, seals, leakage and corrosion; check labels and the matching safety data sheet before release.

What goes wrong

A substitute binder or changed solvent blend can alter application, drying and compatibility with the existing coating. A colour match alone does not establish that the paint will adhere or withstand immersion. Keep an approved formulation reference and retained sample, and test the complete coating system rather than only the liquid paint.

Low solids can leave an inadequate film at the agreed application rate. Hard sediment, skinning and leaking lids can make otherwise acceptable paint unusable. Record acceptance criteria before production and compare arrival samples with the retained reference before applying the batch.

Frequently asked questions

What is the UK import duty on chlorinated rubber paint from China?

The supplied tariff reading shows 6% for finished paints based on chemically modified natural polymers under 3208 90 99 00, with no listed trade remedy or suspension. Confirm the actual binder and code.

Does chlorinated rubber paint need VOC labelling?

If it falls within the decorative paint or vehicle refinishing categories, confirm the applicable VOC limits and label requirements with the relevant authority. Check the intended use and product category before ordering.

What should I ask the Chinese paint factory for?

Ask for binder identity, formulation details, a matching safety data sheet, batch test results and coated samples using your intended primer and substrate. Agree the compatible thinner and recoating conditions.

How do I check chlorinated rubber pool paint?

Test the complete coating system on the intended substrate, including preparation and primer. Agree curing conditions and immersion acceptance criteria before production; colour and gloss checks alone are insufficient.
