Zero duty, with timber and species checks

Read from the UK Trade Tariff on 4 October 2026, heading 4408 covers veneer sheets and similar wood not exceeding 6 mm thick. Sliced eucalyptus veneer falls within the other-species branches, split by finish and thickness. The pencil-board line is relevant only to small boards specifically for pencil manufacture. See the wider wood veneer guide.

The relevant lines show 0% duty for goods from China, no anti-dumping or countervailing duty and no suspension. They attach quarantine-release and CITES import and export controls. Confirm their application to the botanical species and material with your customs broker before shipment. Where plant-health clearance applies to wood from China, the release certificate must accompany the customs declaration to HMRC. For CITES-listed material, confirm the necessary permits before arranging shipment.

Confirm the commodity code against the botanical species, actual thickness and whether the sheets are planed, sanded or end-jointed. For veneer placed on the Great Britain market, confirm timber due-diligence obligations with the relevant authority, including species, harvest-country and supply-chain information, risk assessment, risk reduction and retained records.

Specify the cut, grain and matching sequence

Specify sliced eucalyptus rather than rotary-cut veneer, and identify the botanical species and harvest country. Agree the grain appearance, colour range, usable leaf dimensions, thickness tolerance, moisture range and permitted knots, splits and stains against approved samples.

State whether leaves must remain in slicing sequence for book-matched or slip-matched faces. Agree bundle identification, leaf orientation and treatment of rejected leaves. Ask for a trial pressing and finish sample using your intended substrate, adhesive and coating before approving the appearance.

Worked duty example

Illustrative example, not a quote: Illustrative order: 40 m³ of sliced eucalyptus veneer, 0.6 mm thick under 4408 90 85 00, invoiced at £12,000 free on board, with £2,800 of freight and insurance to the UK. The customs value is £14,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £14,800, so it is £2,960. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity and records: compare bundle labels with the species, harvest and supply-chain documents; keep different batches identifiable.

Thickness and moisture: measure across sampled leaves and bundles, then compare with the agreed tolerances and moisture range on arrival.

Appearance: check colour, grain, knots, splits, stains and surface damage against the approved sample, including after a trial finish.

Sequence and packing: check consecutive leaves, orientation, bundle counts and edge protection; inspect for wet wrapping, mould and broken leaves. Use an agreed inspection checklist.

What goes wrong

A bundle can contain acceptable individual leaves but fail as a matched face because the slicing sequence has been lost. Mixed colour groups, reversed leaves and replacements from another bundle interrupt the pattern. Keep bundle identity through inspection, storage and pressing.

Uneven thickness can cause an uneven pressed surface. Wet veneer can stain or develop mould, while brittle leaves split during handling. Record defects before processing and retain affected samples. Missing harvest records also leave the timber due-diligence file incomplete.

Frequently asked questions

What is the UK import duty on sliced eucalyptus veneer from China?

The supplied tariff reading shows 0% across the relevant heading 4408 lines, with no anti-dumping or countervailing duty. Classification depends on the finish, thickness and intended use.

Do I need timber due diligence for eucalyptus veneer?

Confirm applicable timber due-diligence obligations for placement on the Great Britain market with the relevant authority. Gather species, harvest-country and supply-chain information, assess and reduce illegality risk, and retain the records.

Does the CITES flag mean every eucalyptus shipment needs a permit?

The tariff flag alone does not establish the requirement for your species. Identify the botanical species and confirm whether CITES permits apply with your customs broker before shipment.

How do I keep sliced eucalyptus veneer suitable for matched faces?

Specify the matching method, retain the slicing sequence and leaf orientation, and label each bundle. Inspect consecutive leaves together against the approved appearance sample.
