Sourcing serial device servers from China

The supplied tariff lines have a flat duty range of 0% for goods from China. Before selling wired serial device servers in Great Britain, check the manufacturer's electromagnetic-compatibility conformity assessment. Test serial-to-network operation with the intended equipment and software. Cambridge China Bridge sources serial device servers.

Duty and classification for serial device servers

Heading 8517 covers telephone sets, communication apparatus and parts. A serial device server receiving, converting and transmitting data is a candidate for 8517 62 00 00. The remaining table rows describe conditional equipment categories and separately imported parts, rather than alternative codes for the same complete server. For a related product family within the wider heading, see industrial cellular routers.

Read from the UK Trade Tariff on 12 December 2026, all supplied lines show 0% duty for goods from China. No anti-dumping or countervailing duty or suspension is listed. The selected table lines have no attached import controls. Elsewhere in the heading, 8517 14 00 00 has a supplementary-unit import entry; if importing telephones classified there, confirm the declaration requirement with your customs broker. Import VAT is separate.

Give your broker the serial and network functions, radio features, technical description and shipment contents. Confirm classification through finding your commodity code. The worked order is illustrative: its FOB value and freight are calculation inputs, not a supplier quotation. See UK import duty and VAT for the calculation method.

Specify serial interfaces and network behaviour

Specify serial electrical modes, connector pin assignments, port count, baud rate, parity, flow control and isolation. State whether you need transparent data transfer, protocol conversion or a virtual serial-port driver. Agree supported operating systems, simultaneous connections, packet buffering and reconnect behaviour. Approve a sample using the actual controller, instrument or legacy machine and its application software.

Agree the power input, supplied adaptor, mounting arrangement, enclosure and intended operating environment. Record the hardware revision and firmware. Test configuration export, restoration, administrator access and operation without a supplier-controlled cloud account. Require approval before substitutions.

For wired units sold in Great Britain, check the manufacturer's electromagnetic-compatibility conformity assessment. Confirm hazardous-substance compliance and retain the declaration of conformity. Products must show the importer's name or trademark and a contactable address on the product or packaging. The manufacturer must supply relevant instructions in English. Match documents to the server and supplied adaptor through testing and certification.

Radio-equipped variants need radio-equipment safety, electromagnetic-compatibility and spectrum checks. Commercial importers supplying electrical equipment to the UK market have producer responsibilities, including annual registration. Confirm how the producer definition applies if importing solely for your own use.

Worked duty example

Illustrative example, not a quote: Illustrative trial batch of boxed wired serial device servers for a business installer under 8517 62 00 00, invoiced at £2,000 free on board, with £1,000 of freight and insurance to the UK. The customs value is £3,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,000, so it is £600. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Interfaces: compare connector pin assignments, terminal labels, serial modes, power polarity and accessories with the approved sample; test every supplied port.

Data transfer: use the intended equipment and application to check commands and replies, binary data, sustained traffic and simultaneous connections; look for missing, repeated or delayed messages.

Recovery: interrupt power and the network, then check automatic reconnection, retained settings, configuration restoration and access through the agreed driver.

Identity and documents: match model, hardware revision and supplied adaptor to declarations, reports and English instructions. Record the test configuration in a quality inspection brief.

What goes wrong

A matching socket does not establish matching electrical signalling or pin assignments. A short demonstration can also miss buffering delays or lost replies that disrupt a polling application. Test the intended cable arrangement and real command sequence before approving the sample.

A virtual serial-port driver may work on the supplier's computer but fail with the buyer's operating system or application. Changed firmware can alter reconnect behaviour or erase settings after interruption. Agree the tested software, update access and recovery process before shipment.
