Duty and classification for DECT systems

Heading 8517 covers telephone sets, communication apparatus and parts. Line telephone sets with cordless handsets have the specific line 8517 11 00 00. The other table rows concern separately imported base stations, aerials and parts, subject to their actual functions and presentation. They are not interchangeable codes for a complete telephone set. For another product family in the wider heading, see VoIP desk phones.

Read from the UK Trade Tariff on 17 December 2026, all supplied lines show 0% duty for goods from China. No anti-dumping duty, countervailing duty or suspension is listed. The selected table lines have no attached import controls. Elsewhere in the heading, 8517 14 00 00 has a supplementary-unit import entry; if your wireless telephone is classified there, confirm the declaration requirement with your customs broker. Import VAT is separate.

Give your broker the base connection, handset functions, technical description and shipment contents. Confirm classification through finding your commodity code. The worked order uses illustrative FOB and freight values, not a supplier quotation. See UK import duty and VAT for the calculation method.

Specify the DECT base and handset combination

Specify whether the base connects to an analogue telephone outlet or a network telephone service. Agree handset capacity, simultaneous calls, caller identification, call transfer, directory sharing and answering-machine functions. Identify the intended UK radio variant and request its operating-band and transmit-power details. Approve the exact base, handsets, firmware, rechargeable batteries, charging cradles and power adaptors together.

Importers must not place radio equipment on the Great Britain market unless it meets the essential requirements. Check radio-equipment safety, electromagnetic compatibility and spectrum evidence against the delivered configuration. Confirm hazardous-substance compliance and retain the declaration of conformity. Request model-matched reports and English instructions through testing and certification.

Commercial importers supplying electrical equipment to the UK market should confirm with the relevant authority whether producer responsibilities, including annual registration, apply to their business. Confirm how the producer definition applies if importing solely for your own use. Before consumer supply, assess the consumer connectable-product security regime and confirm with the relevant authority whether an accompanying statement of compliance is required.

Worked duty example

Illustrative example, not a quote: Illustrative trial batch of boxed DECT cordless telephone sets for a business installer under 8517 11 00 00, invoiced at £2,000 free on board, with £1,000 of freight and insurance to the UK. The customs value is £3,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,000, so it is £600. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Pairing: register and remove every handset type on the approved base; check incoming calls, internal calls, transfer and retained registration after restarting.

Speech and coverage: check audio in both directions while moving through the intended premises; listen for echo, clipping and dropouts, and test the agreed simultaneous-call load.

Charging and assembly: compare battery type, polarity, charging contacts, cradles, adaptors, telephone leads and accessories with the approved sample; check charging and agreed operating endurance.

Identity and documents: match base and handset models, hardware revisions and firmware to reports, declarations, labels and English instructions. Record the test configuration through quality inspection.

What goes wrong

A handset may register to another base yet lose directory sharing, transfer or answering-machine controls. A demonstration beside the base can also hide dropouts elsewhere in the building. Test the complete proposed combination on the intended telephone service and premises layout before approving substitutions.

A different regional radio variant, substituted batteries or changed firmware can undermine the approved configuration. Missing telephone leads and supplier-controlled administrator accounts can also delay installation. Record the approved components, configuration access and recovery procedure in the purchase specification.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For components and parts, see sourcing for manufacturers.
