Sourcing USB cellular modems from China

UK duty on the supplied USB cellular modem-related lines is 0% throughout. Before sale in Great Britain, the importer must check that the manufacturer has carried out the relevant radio-equipment conformity assessment. Approve network bands, host drivers and reconnection behaviour. Cambridge China Bridge sources USB cellular modems.

USB cellular modem duty and classification

Heading 8517 covers telephone sets, communication apparatus and parts. For USB cellular modems receiving, converting and transmitting data, assess 8517 62 00 00 first. The other table rows describe conditional apparatus categories and separately imported aerials or parts, rather than interchangeable codes for a complete modem. For the wider heading, see industrial cellular routers.

Read from the UK Trade Tariff on 17 December 2026, all supplied lines show 0% duty for goods from China. No anti-dumping duty, countervailing duty or suspension is listed. The selected lines have no attached import controls. Elsewhere in the heading, 8517 14 00 00 has a supplementary-unit import entry. If importing wireless telephones classified there, the UK Trade Tariff attaches that control and the importer should confirm the requirement with their customs broker.

Give your broker the modem's data functions, host connection, radio capabilities and shipment contents. Confirm classification through finding your commodity code. The worked order uses illustrative FOB and freight values, rather than a supplier quotation. Import VAT is separate from customs duty; see UK import duty and VAT.

Specify network bands, host drivers and recovery

Specify the intended mobile networks, supported frequency bands, SIM format, connector, aerial arrangement and target operating systems. State whether the host should see a modem interface or a network interface. Agree driver installation, access-point settings, network-lock status and whether configuration requires a supplier account. Approve a sample using the intended host and mobile service.

Record the chipset, hardware revision and firmware. Test connection after host restart, sleep and wake, temporary loss of coverage and removal and reinsertion of the modem. Agree sustained data-transfer checks, power behaviour and access to firmware updates. Require approval before changes to the radio module, aerial or firmware.

Before placing the modem on the Great Britain market, the importer must ensure that the manufacturer has carried out the relevant radio-equipment conformity assessment. Check radio safety, electromagnetic compatibility and spectrum evidence. Confirm hazardous-substance compliance and retain the declaration of conformity. Match documents to the finished modem through testing and certification.

Check importer identification and English instructions. Commercial importers supplying electrical equipment to the UK market should confirm with the relevant authority whether producer responsibilities, including annual registration, apply to their business. Before consumer supply, assess the consumer connectable-product security regime and confirm with the relevant authority whether an accompanying statement of compliance is required.

Worked duty example

Illustrative example, not a quote: Illustrative trial batch of boxed USB cellular modems for a business equipment supplier under 8517 62 00 00, invoiced at £2,000 free on board, with £1,000 of freight and insurance to the UK. The customs value is £3,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,000, so it is £600. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Network: check registration and data transfer with the intended mobile service, access-point settings and aerial arrangement; confirm the supplied variant matches the agreed bands.

Host: check driver installation and interface recognition on the target operating systems, including restart and sleep recovery.

Recovery: interrupt coverage and host power, then check reconnection without supplier intervention; monitor resets and heat during sustained transfer.

Identity and documents: compare model, hardware revision, firmware, connectors and accessories with the approved sample; match conformity documents and English instructions. Record acceptance checks in a quality inspection brief.

What goes wrong

A successful connection using the factory's SIM does not establish compatibility with the buyer's network or host. A similar-looking modem can contain a different radio module or expose a different host interface. Test the exact supplied variant and retain its configuration record.

Weak host power, poor aerial placement or firmware recovery faults can appear as random disconnections. Driver packages tied to an obsolete operating system can also prevent deployment. Agree the supported host configuration, update access and substitution approval before ordering.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For components and parts, see sourcing for manufacturers.

Frequently asked questions

What is the UK import duty on USB cellular modems from China?

The supplied lines all show 0% duty, including 8517 62 00 00. No anti-dumping or countervailing duty is listed. Confirm the modem's classification; import VAT is separate.

Which commodity code should I use for a USB cellular modem?

Assess 8517 62 00 00 for a modem receiving, converting and transmitting data. Give your broker its functions and host interface. Separately imported aerials and parts need their own classification assessment.

Will a Chinese USB modem work with my UK mobile network?

Check the exact variant's bands, network-lock status, SIM format and access-point settings. Test a sample with your intended mobile service and host rather than relying on the factory's connection demonstration.

What compliance documents should I request?

Request the model-matched declaration of conformity, supporting radio-equipment reports, hazardous-substance evidence and English instructions. Match them to the finished modem's hardware, aerial and firmware.
