Sourcing self-propelled scissor lifts from China
Self-propelled scissor lifts from China carry 4% ordinary UK duty across the selected lines. Scissor lifts are excluded from the boom-lift remedy scope, despite the measure appearing against their codes. For Great Britain, confirm machinery conformity assessment and CE or UKCA marking. Cambridge China Bridge sources self-propelled scissor lifts.

Scissor-lift codes, duty and exclusions
Read from the UK Trade Tariff on 29 September 2026, heading 8427 covers forklift trucks and other works trucks fitted with lifting or handling equipment. Self-propelled scissor lifts belong to its access-equipment family. The selected lines all carry 4% ordinary duty for goods from China, with no variation between them. Classification depends on propulsion, lifting height and maximum working height. Confirm the commodity code using the actual specification.
The snapshot attaches 71.74% residual provisional anti-dumping duty and anti-dumping or countervailing registration to these codes. However, the official registration notice expressly excludes scissor lifts, and the provisional duty notice excludes goods outside the boom-lift description. Ask your broker to record the scope decision and use the relevant exclusion declaration. No suspension or separate countervailing rate is recorded. See the wider heading guide.
The tariff also attaches fluorinated greenhouse gas import control and waste import and export controls. Identify any refrigerant-containing equipment: imported fluorinated-gas equipment must be labelled. For goods from China classed as waste under notification controls, the exporter must apply to the dispatch country's competent authority for consent. Ask your broker to confirm the full applicable requirements and declarations before shipment, including the attached waste export control.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Electric self-propelled scissor lifts with working height of 6 m or more | 8427 10 10 10 | 4% | 71.74% residual anti-dumping (provisional) |
| Electric scissor lifts below 6 m working height, lifting height at least 1 m | 8427 10 10 90 | 4% | 71.74% residual anti-dumping (provisional) |
| Other self-propelled scissor lifts with working height of 6 m or more | 8427 20 19 10 | 4% | 71.74% residual anti-dumping (provisional) |
| Other scissor lifts below 6 m working height, lifting height at least 1 m | 8427 20 19 90 | 4% | 71.74% residual anti-dumping (provisional) |
Specify platform height, site conditions and power
Separate platform height from working height. Specify platform capacity, permitted occupants, extension-deck capacity, stowed dimensions, folded-guardrail height, machine weight and wheel loads. Describe doorway clearances, floor condition, gradients and indoor or outdoor use. Agree tyres, ground clearance, drive arrangement and the manufacturer's operating limits rather than ordering from a height headline.
For electric models, agree battery chemistry, usable capacity, charger input supply, connector and charging instructions. For engine-powered models, identify the engine and service parts. Request hydraulic and electrical diagrams, controller diagnostics, replacement-part identifiers and an emergency-lowering demonstration. Use factory verification to check assembly, testing and serial-number records.
For Great Britain, confirm machinery conformity assessment, declaration and CE or UKCA marking requirements with the relevant authority. Ask whether the exact person-lifting model and configuration require a special assessment route, and obtain its supporting records, applicable certificates and English operating and maintenance instructions. Confirm the thorough-examination arrangements with HSE or the relevant enforcing authority and a competent person before putting the lift into use.
Worked duty example
Illustrative example, not a quote: One electric self-propelled scissor lift; illustrative values, not a quotation; confirm trade-remedy exclusion before clearance under 8427 10 10 10, invoiced at £10,000 free on board, with £1,000 of freight and insurance to the UK. The customs value is £11,000. Duty at 4% is £440. Import VAT at 20% is charged on the customs value plus duty, £11,440, so it is £2,288. Import taxes total £2,728; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £440 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Identity and documents: match the serial number, drive system, battery or engine, platform configuration and capacity plate to the order and declaration. Check marking, English instructions and supplied accessories.
Structure and platform: inspect scissor arms, pins, retainers, welds, guardrails, entry gate and extension-deck locking. Check hydraulic hoses and cylinders for damage or leakage before a controlled lifting demonstration.
Controls and protection: have a competent tester demonstrate ground and platform controls, emergency stops, emergency lowering, brakes, tilt warning and overload protection against the agreed test procedure. Check pothole protection where fitted.
Power and arrival condition: check charger compatibility, cables, connectors and charging operation. On arrival, photograph transport damage and repeat configuration and functional checks before acceptance. See quality inspection.

What goes wrong
Working height is mistaken for platform height, or a platform fits the job but cannot pass through the doorway when stowed. An indoor configuration is ordered for outdoor work, extension-deck capacity is overlooked, or wheel loads exceed the site's agreed floor allowance. Put the operating environment and configuration in the purchase specification.
Loose pivot retainers, hydraulic leaks, damaged wiring and ineffective emergency lowering can escape a cosmetic inspection. A generic declaration may describe a different model or omit the ordered configuration. Tariff measures can also be added automatically without checking the scissor-lift exclusion. Resolve document gaps and failed acceptance checks before releasing the balance.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For machinery and equipment, see machinery imports.
Frequently asked questions
What is the UK import duty on scissor lifts from China?
The selected lines carry 4% ordinary duty. The snapshot also shows a 71.74% provisional boom-lift measure, but scissor lifts are outside its scope. Confirm the exclusion declaration with your broker.
Do Chinese scissor lifts need CE or UKCA marking?
For Great Britain, confirm the relevant machinery conformity assessment, declaration and CE or UKCA marking requirements with the relevant authority. Confirm the assessment route and obtain documents for the exact model and configuration.
How often does a scissor lift need thorough examination?
Confirm the required thorough-examination interval and whether a competent person's examination scheme is appropriate with HSE or the relevant enforcing authority. Agree the arrangement before putting the lift into use.
What should I test before accepting a scissor lift?
Check platform and extension-deck operation, brakes, emergency stops, emergency lowering, tilt warning, overload protection and charging. Match the serial number, configuration and documents to the order.
