Sourcing PVC electrical tape from China

Self-adhesive PVC electrical insulation tape from China normally carries 6% UK duty across the relevant lines. Conditional suspensions are not a general exemption. Tape sold to consumers in Great Britain must be safe in normal or reasonably foreseeable use. Cambridge China Bridge sources self-adhesive PVC electrical insulation tape.

UK duty on PVC electrical insulation tape

Read from the UK Trade Tariff on 1 October 2026, heading 3919 covers self-adhesive flat shapes of plastics, including tape. PVC tape in rolls not exceeding 20 cm wide, with an unvulcanised natural- or synthetic-rubber coating, falls within 3919 10 12 00. Other adhesive formulations and wider rolls need separate classification. The table separates the rubber formulations under the same code.

The relevant lines carry 6% duty for goods from China, with no anti-dumping or countervailing duty recorded. The rubber-coated line has a conditional authorised-use suspension for offshore wind-turbine rotor-blade manufacture. Other selected lines have product-specific suspensions; these do not establish relief for ordinary PVC electrical tape. The wider-roll line also records the rotor-blade authorised-use suspension.

The supplied tariff record attaches fluorinated greenhouse gas import control to 3919 10 80 90 and 3919 90 80 99. Confirm the requirement for the actual formulation with your customs broker; the record alone does not establish which declaration applies. Confirm the commodity code using backing, adhesive and roll width. For the wider heading, see the polyimide tape guide.

Specify the insulation system and adhesive

Specify PVC backing, backing and total thickness, adhesive chemistry, roll width and length, colour, elongation, tensile strength and unwind behaviour. State the intended cable surface, indoor or outdoor use, application temperature, service temperature and storage conditions. Agree how adhesion and edge lifting will be assessed after wrapping and ageing.

Ask for dielectric breakdown and insulation-resistance results tied to the supplied formulation and thickness. Match any flame-resistance or temperature claim to a report covering the ordered tape. Agree independent testing and certification checks before approving the production sample.

For consumer sales in Great Britain, general product safety rules require safe normal or reasonably foreseeable use. REACH restrictions can limit, ban or set conditions on substances used in articles. Ask the factory to identify the plasticisers, stabilisers and adhesive ingredients, then assess applicable restrictions against that formulation.

Worked duty example

Illustrative example, not a quote: Illustrative order: 3,000 rolls of PVC electrical insulation tape with unvulcanised natural-rubber adhesive under 3919 10 12 00, invoiced at £3,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £4,500. Duty at 6% is £270. Import VAT at 20% is charged on the customs value plus duty, £4,770, so it is £954. Import taxes total £1,224; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £270 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: unwind sampled rolls to measure length, check width and thickness, and compare the results with the approved specification.

Wrapping: check conformability and recovery on the intended cable surface, then look for lifted ends, adhesive transfer and slipping under the agreed conditions.

Electrical performance: arrange the agreed laboratory tests on production samples and match reports to the backing, adhesive, colour and batch supplied.

Packing: check crushed cores, uneven winding, edge damage, contamination, batch identification and readable use information. Use the inspection guide to define sampling and records.

What goes wrong

Short rolls, thin backing and reduced adhesive coating can make a shipment differ from its approved sample. Tape may split during stretching, lift at the end of a wrap or leave adhesive on the cable. Heat during storage can cause edge ooze and difficult unwinding.

A report for a different formulation or thickness leaves the ordered tape's electrical claims unverified. Keep an approved roll and production samples for comparison, and investigate failures before releasing stock. Budget for duty separately from freight and VAT using the import duty and VAT guide.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on PVC electrical insulation tape from China?

The relevant commodity lines normally carry 6% duty, with no anti-dumping or countervailing duty recorded. The listed suspensions are conditional, rather than a general exemption for PVC electrical tape.

Which commodity code applies to rubber-coated PVC electrical tape?

3919 10 12 00 covers PVC tape with an unvulcanised natural- or synthetic-rubber coating in rolls not exceeding 20 cm wide. Confirm the adhesive chemistry and width before using it.

What test reports should I ask for?

Ask for dielectric breakdown, insulation resistance and results supporting any flame-resistance or temperature claims. Reports should identify the ordered formulation, thickness and colour.

How do I check electrical tape on arrival?

Measure sampled rolls, inspect winding and cores, and trial wrapping on the intended cable surface. Arrange the agreed electrical tests on production samples before accepting performance claims.
