Sourcing fire-hose lining fabric from China
Rubberised fire-hose lining fabric from China normally attracts 4% UK duty when woven; other constructions within heading 5906 carry 6% or 8%. Check UK REACH restrictions for the rubber formulation and agree lining adhesion and leakage tests. Cambridge China Bridge sources rubberised fire-hose lining fabric.

4% for ordinary woven rubberised lining fabric
Read from the UK Trade Tariff on 1 October 2026, heading 5906 covers rubberised textile fabrics other than those of heading 5902. Ordinary woven rubberised lining fabric falls within the other-fabrics line at 4% duty from China, subject to confirming its construction. Knitted or crocheted fabric carries 6%; the parallel-yarn material described in chapter note 5(c) carries 8%. The table compares constructions and includes adhesive tape as a separate product, rather than a substitute lining.
The supplied tariff record lists no anti-dumping or countervailing measures and no attached import controls for the table lines. The other-fabrics line has a 0% suspension restricted to the specified polyamide-based composition; do not assume ordinary hose lining qualifies. A separate authorised-use suspension concerns specified vehicle-roof fabric. See the wider rubberised fabrics guide.
Confirm the commodity code using the fibre composition, rubber compound, construction and imported form. Describe whether the shipment is flat lining fabric, tubular material or finished hose. Plastic-coated fabric needs a different classification check. The illustrative order uses woven rubber-coated polyester lining fabric; its values are an example, not a supplier quotation.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Other rubberised textile fabric, including woven lining fabric | 5906 99 90 90 | 4% | None |
| Knitted or crocheted rubberised fabric | 5906 91 00 00 | 6% | None |
| Parallel yarns bonded with rubber, as described in chapter note 5(c) | 5906 99 10 00 | 8% | None |
| Rubberised adhesive tape, up to 20 cm wide, for comparison | 5906 10 00 00 | 4% | None |
Specify the lining and its bond to the hose
State the base fibre and weave, rubber compound, coating on each face, coating mass, finished thickness, usable width and roll length. Agree tolerances, permitted splices and how defects are marked. Send a cross-section showing how the lining joins the hose jacket, with the intended bonding and curing process.
Agree adhesion, water penetration, flexibility and ageing tests for the actual grade. Include trial hose assemblies made with the intended jacket and bonding process, tested at the buyer's specified pressure and temperature. Fabric results alone do not establish how the assembled hose performs.
UK REACH applies to substances in articles, and restrictions can limit, ban or set conditions on substances. Ask for a formulation-specific restrictions assessment covering the rubber, additives and textile finish, with supporting test results where relevant. Agree the test programme through testing and certification.
Worked duty example
Illustrative example, not a quote: Illustrative order: 6,000 m of rubber-coated woven polyester fire-hose lining fabric under 5906 99 90 90, invoiced at £12,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £13,500. Duty at 4% is £540. Import VAT at 20% is charged on the customs value plus duty, £14,040, so it is £2,808. Import taxes total £3,348; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £540 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Construction: check fibre identity, weave, coating mass, thickness and usable width against the approved sample; compare samples across the roll and between batches.
Surface: inspect against transmitted light for pinholes and bare areas, then check for blisters, contamination, blocking and damaged edges.
Bond and leakage: test coating adhesion by ISO 2411 and water penetration by ISO 1420; repeat after agreed flexing or ageing and check trial hose assemblies.
Roll records: match roll labels to batch and test records, measure delivered lengths and locate splices; retain samples for comparison with later deliveries.

What goes wrong
A liner can look sound but separate from the jacket after curing or repeated folding. Rubber formulation changes, uneven coating and contamination can weaken the bond. Pinholes become leakage paths, while hardening or cracking after storage can make the hose difficult to fold.
Approve material through the intended assembly process before releasing production. On arrival, isolate rolls with unexplained grade changes, missing batch records or inconsistent coating. Compare retained samples and repeat the agreed tests before using disputed stock. Use the inspection guide to define the checks.

Frequently asked questions
What is the UK import duty on fire-hose lining fabric from China?
Ordinary woven rubberised lining fabric carries 4%. Knitted or crocheted fabric carries 6%, and chapter note 5(c) material 8%. A composition-specific suspension may apply; confirm the actual construction.
Does the fabric test report cover the finished fire hose?
Ask for separate trial assembly results using your jacket, bonding process and intended service conditions. Coating adhesion and water penetration results describe the fabric, not every feature of the assembled hose.
What should I specify for rubberised hose lining fabric?
Specify fibre, weave, rubber compound, coating mass, thickness, width, roll length and bonding process. Agree tolerances, splice rules, ageing conditions and acceptance tests before approving production.
How do I check whether the rubber coating will peel?
Test coating adhesion by ISO 2411 on the supplied grade, including after agreed flexing or ageing. Also check the lining-to-jacket bond in assemblies made by your intended production process.
