Sourcing rubber boat fenders from China

Rubber boat fenders from China carry 2% UK duty under 4016 94 00 00, whether inflatable or solid, with no trade remedy recorded. Fenders sold for consumer use must be safe under Great Britain's general product safety rules. Specify the rubber compound and test attachment strength and cushioning. 2% duty on rubber boat fenders

Read from the UK Trade Tariff on 30 September 2026, heading 4016 covers articles of vulcanised rubber other than hard rubber. The boat or dock fender line, 4016 94 00 00, covers inflatable and non-inflatable fenders. The table shows product variants sharing this tariff line.

For goods from China, this line carries 2% duty. The supplied tariff record lists no anti-dumping or countervailing duty, suspension or attached import control for this line. Suspensions recorded elsewhere in the heading are not listed for boat fenders.

Confirm the material and intended use before choosing the commodity code, particularly where a supplier describes a plastic fender as rubber. For fixed dock protection, see the rubber dock bumpers guide.

Specify cushioning, rope eyes and inflation

Specify the rubber compound, shape, overall dimensions, wall thickness or solid section, hardness, colour and attachment arrangement. Describe the vessel, berthing surface and intended operating conditions. Agree cushioning performance and the test method, including compression, recovery and attachment loading, rather than accepting a size-only specification.

For inflatable fenders, agree the working pressure, valve type, inflation instructions and leakage test conditions. Specify resistance to sunlight, seawater and abrasion, and check colour transfer against the intended hull finish. Ask for production samples made with the proposed compound.

Fenders sold for consumer use in Great Britain must be safe under the General Product Safety Regulations 2005. Assess risks from attachment failure, valve failure and foreseeable misuse. Where rubber parts have direct, prolonged or repeated skin or mouth contact, ask HSE to confirm whether the UK REACH PAH restriction applies; assess the intended contact rather than assuming every fender needs the same chemical test.

Worked duty example

Illustrative example, not a quote: A mixed batch of rubber boat fenders for a marine equipment retailer, illustrative only under 4016 94 00 00, invoiced at £14,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £15,200. Duty at 2% is £304. Import VAT at 20% is charged on the customs value plus duty, £15,504, so it is £3,100.80. Import taxes total £3,404.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £304 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Body: measure dimensions and weight against the approved sample; inspect mould seams, cracks, voids and exposed reinforcement.

Attachments: check rope-eye geometry and edge finish, then load-test the attachment arrangement using the agreed method.

Inflation: check valve fit, inflate to the agreed pressure and record leakage and recovery after compression.

Finish and packing: rub-test colour transfer on a representative hull surface; check instructions, product identification and protection against crushing. Use the quality inspection guide to brief the inspector.

What goes wrong

A fender can match the sample's outside dimensions but have thinner walls, weaker rope eyes or a different compound. Watch for slow valve leaks, tearing around attachments, permanent flattening and surface colour transfer. An appearance check alone will miss these defects.

Agree acceptance criteria before production and repeat functional checks on shipment samples and on arrival. Keep a reference sample and batch records so a failed attachment or leaking valve can be traced back to the supplied batch.

Frequently asked questions

What is the UK import duty on rubber boat fenders from China?

The supplied tariff record dated 30 September 2026 shows 2% under 4016 94 00 00, with no anti-dumping or countervailing duty recorded.

Do inflatable and solid rubber boat fenders use the same code?

Yes. The supplied line 4016 94 00 00 covers boat or dock fenders, whether or not inflatable. Confirm that the product is vulcanised rubber other than hard rubber.

What should I test before importing rubber boat fenders?

Check cushioning and recovery, rope-eye strength, abrasion and colour transfer. For inflatable models, test the valve and pressure retention under agreed conditions.

Do rubber boat fenders need chemical testing?

Assess the compound and intended contact. Ask HSE to confirm whether the UK REACH PAH restriction applies to rubber parts in direct, prolonged or repeated skin or mouth contact; choose testing around the actual use.
