Zero duty on round hay balers

Read from the UK Trade Tariff on 4 October 2026, straw or fodder balers, including pick-up balers, under 8433 40 00 00 carried 0% duty from China. Parts under 8433 90 00 00 also carried 0%. Neither line showed anti-dumping or countervailing duty, a suspension or an attached import control.

Heading 8433 covers harvesting and haymaking machinery as well as mowers. The baler configurations in the table share the same tariff line; they are purchasing distinctions, rather than separate customs subdivisions. For the wider heading, see lawn mowers and robot mowers.

Confirm the commodity code against the machine's function and the scope of the shipment. Have separately supplied spares classified individually rather than assuming every component belongs under the machinery parts line.

Specify the bale and tractor together

Specify fixed or variable chamber, bale diameter and width, hay condition, pick-up width, and twine or net wrapping. Agree the bale density adjustment, wrapping sequence and discharge method. Ask for a demonstration using hay representative of your intended work, rather than accepting an unloaded running video.

Match the baler to the intended tractor: power take-off speed and connection, power demand, hitch geometry, hydraulic pressure and flow, hose couplings and controller supply. Record the approved gearbox, bearings, belts or rollers and wrapping components, with a spare-parts list.

Illustrative example, not a quote: A trial shipment of compact round hay balers, illustrative only under 8433 40 00 00, invoiced at £28,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £32,000, so it is £6,400. Inspection checklist

Documents: match the machine identity and supplied configuration to its declaration, marking and English manual. Check that unpacking has not revealed missing guards or damaged components.

Drive and guarding: inspect the power take-off shaft guard, drive covers, pick-up protection and tailgate support arrangement with the machine stopped. Check that guards fit after shipping assembly.

Baling trial: have a competent operator demonstrate hay pick-up, chamber filling, density adjustment, wrapping and discharge. Compare the resulting bale shape, dimensions and wrap retention with the agreed specification.

Arrival and spares: check frame welds, pick-up tines, belt tracking or roller alignment, hydraulic leaks and shipping damage. Reconcile spare parts and assembly items against the packing list. Arrange quality inspection around these checks.

What goes wrong

A machine can run empty yet struggle to start a bale, feed unevenly or leave a loose wrap. Tractor connections may fit while hydraulic demand or drive speed does not match. Include representative hay and the intended tractor configuration in acceptance testing.

Check for substituted belts or bearings, bent tines, leaking couplings and manuals that describe another model. Agree how faults will be corrected and identify replacement parts before shipment. Keep the machine out of operation while unresolved guard, drive or tailgate defects are assessed.
