Ring binder mechanisms from China

2% duty

Read from the UK Trade Tariff on 26 September 2026, fittings for loose-leaf binders or files, letter clips, letter corners, paper clips, indexing tags and similar office articles of base metal, and staples in strips, heading 8305, carried 2% on goods from China on all eighteen lines.

Ring binder mechanisms still have their own lines split by ring count and by consignment from Viet Nam or Laos, but no anti-dumping measure applied to goods from China on any line when checked. Confirm the commodity code from the number of rings and the construction.

Product safety

Binder fittings sold to consumers, including those built into files sold in shops, must be safe under the General Product Safety Regulations 2005: no sharp edges or burrs, and rings that do not trap fingers when they snap shut. Binders and files sold for children's school use should be checked for the same risks.

Specifying mechanisms

Specify ring count, ring shape (O, D or slant D) and diameter, ring spacing to suit the hole punch standard of your market, steel thickness, plating, rivet positions and base plate length, opening method (push buttons or pull), and the lever arch capacity and compressor bar. Send the cover board thickness so rivets fit.

Worked duty example

An invented example rather than a quote: 100,000 lever arch mechanisms, commodity code 8305 10 00 50, bought for £38,000 free on board, with £2,500 of freight and insurance, so £40,500 is the value customs works from. Duty at the 2% rate for lever arch mechanisms is £810. VAT at 20% applies to £41,310, so £8,262. A VAT-registered buyer usually recovers the VAT, so the border adds £810 to the landed cost. Inspection checklist

Function: open and close sampled mechanisms many times and check rings meet without a gap or overlap, snap force is within the agreed range, and lever arch compressors lock and release smoothly.

Dimensions: check ring spacing against the hole punch standard for the market, ring diameter and base plate length, and check rivets fit the cover board.

Finish: run neutral salt spray to ISO 9227 on plated mechanisms for the agreed hours, and check for sharp edges and burrs on the base plate and ring ends.

What goes wrong

Binder mechanisms fail on alignment, springs and plating. Rings do not meet so sheets catch or tear, springs weaken so rings open in use, ring spacing does not match the punched holes, and thin plating rusts in damp storage.
