2% duty

Read from the UK Trade Tariff on 26 September 2026, filing cabinets, card-index cabinets, paper trays, paper rests, pen trays, office-stamp stands and similar office or desk equipment of base metal, heading 8304, carried 2% on goods from China, with no anti-dumping measure.

Safety and packaging

Desk accessories sold to consumers must be safe under the General Product Safety Regulations 2005, which in practice means no sharp edges or burrs on cut wire and sheet, stable trays that do not tip, and coatings that do not flake. Branded ranges for retail also bring packaging responsibilities on the UK side.

Sets that combine metal trays with plastic or wooden parts may classify by the part giving the essential character, so describe the set fully.

Specifying desk accessories

Specify material and gauge (steel mesh, sheet steel or aluminium), finish (powder coat, electroplate or anodise) and colour reference, dimensions, stacking and nesting, load for trays, felt or rubber feet, and retail or bulk packing. Flat-packed items need clear assembly and fixings in each box.

Worked duty example

Take a hypothetical order of 12,000 steel mesh desk organiser sets, entered under 8304 00 00 00: £42,000 free on board plus £3,000 of freight and insurance gives a customs value of £45,000. The 2% duty on desk accessories comes to £900, and import VAT is 20% of £45,900, which is £9,180. Inspection checklist

Coating: measure powder coat thickness to ISO 2808, test adhesion by cross-cut to ISO 2409, and run neutral salt spray to ISO 9227 on plated finishes, against the agreed results.

Edges and stability: run a finger along cut wire ends, welds and sheet edges on sampled items to find burrs, and load trays and racks to the agreed weight to check they do not tip or bend.

Colour and packing: check colour against the approved standard under daylight across batches, and drop-test packed cartons by a procedure such as ISTA 2A to check nesting sets do not dent or scratch.

What goes wrong

Desk accessories fail on finish, edges and transit. Powder coat chips or plated finishes rust in damp offices, cut wire ends are left sharp, welds break on mesh trays, colours vary between batches so sets do not match, and nested items scratch each other in the carton.
