Sourcing reserve thermal batteries from China

Heading 8506 has 0%–4% duty, but the relevant unsuspended reserve thermal battery lines carry 4% for China. Confirm chemistry and construction, then assess the activation charge: explosives need classification before carriage in Great Britain. Cambridge China Bridge sources reserve thermal batteries.

Duty and classification for reserve thermal batteries

Read from the UK Trade Tariff on 1 October 2026, heading 8506 covers primary cells, primary batteries and their parts. This guide concerns heat-activated reserve electrical batteries for civil applications. The table gives candidate lines, not interchangeable classifications. Supply the broker with electrode chemistry, cell construction, assembly drawings and details of any separately imported parts.

The table's ordinary China duty rates are all 4%, with no anti-dumping or countervailing duty shown in the supplied tariff facts. The wider heading includes 0% lines and suspensions for specified products. The parts suspension concerns air-zinc button-cell cathode rolls; it does not describe reserve thermal battery parts. Do not assume a thermal battery qualifies for a lithium-cell suspension.

The tariff attaches mercury export controls to all table lines and a mercury import control to 8506 80 80 00. Official guidance says mercury controls concern intentionally added mercury. Ask your customs broker to confirm the applicable import prohibition, any exemption and declaration evidence for the actual composition. Confirm the commodity code; see the water-activated magnesium battery guide for the wider heading.

Specify activation and loaded output

Specify the intended civil application, electrode and electrolyte chemistry, activation method, connector and mounting drawing. Agree activation delay, voltage under the actual load, operating duration and external case temperature. Require test conditions and acceptance criteria for the complete assembly, including performance after the agreed storage and environmental conditioning.

Have a specialist assess the activation charge and the finished article before booking freight. If the article is an explosive, it needs classification before carriage in Great Britain. If it is a civil explosive subject to transfer controls, importing it into Great Britain requires HSE authorisation. If it falls within the pyrotechnic article rules, the manufacturer must ensure it meets essential safety requirements.

Confirm with the Office for Product Safety and Standards which mercury-content limits, separate collection marking and chemical-symbol requirements apply to the exact model. Obtain composition reports and proposed labels for the exact model. If classified as an industrial battery, its producer must register with the Office for Product Safety and Standards within 28 days of first placing it on the UK market. Arrange testing and certification around the assessed product.

Worked duty example

Illustrative example, not a quote: 28 reserve thermal batteries for a pilot order, illustrative under 8506 80 80 00, invoiced at £50,000 free on board, with £3,000 of freight and insurance to the UK. The customs value is £53,000. Duty at 4% is £2,120. Import VAT at 20% is charged on the customs value plus duty, £55,120, so it is £11,024. Import taxes total £13,144; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £2,120 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match model, drawing revision, chemistry, batch identification and activation assembly to the approved specification and reports.

Condition: check case damage, corrosion, seals, connector protection, mounting dimensions and any specified activation safeguards. Follow the supplier's handling procedure.

Performance: have a qualified laboratory activate sacrificial samples and record activation delay, loaded voltage, operating duration and case temperature against the agreed conditions.

Documents and packs: match transport classification documents to the actual article and packaging. Check composition evidence, collection marking and handling instructions during inspection.

What goes wrong

A successful activation demonstration can conceal an unsuitable load profile. A battery may activate but deliver insufficient voltage, stop too early or exceed the agreed case temperature. Compare complete discharge records with the intended equipment's demand and check conditioned samples, rather than accepting an unloaded demonstration.

An altered initiator, seal or internal assembly can make an earlier report unrepresentative. Require approval for design changes and keep reports tied to the supplied revision. Hold damaged or undocumented stock for specialist assessment; avoid improvising activation tests in the receiving warehouse.

Frequently asked questions

What is the UK import duty on reserve thermal batteries from China?

The relevant unsuspended lines in the supplied tariff facts carry 4%, with no anti-dumping or countervailing duty shown. Heading 8506 also contains 0% lines and product-specific suspensions.

Which commodity code covers a reserve thermal battery?

There is no dedicated thermal-battery line in the supplied facts. Confirm electrode chemistry, cell construction and whether you are importing a complete battery or separately classifiable parts with your broker.

Does a thermal battery need explosives approval?

It depends on the assessed article. Explosives need classification before carriage in Great Britain; importing civil explosives subject to transfer controls requires HSE authorisation.

How do I test a reserve thermal battery before buying?

Agree laboratory activation tests on sacrificial samples under the intended load and environmental conditions. Record activation delay, voltage, operating duration and case temperature, with batch and revision traceability.
