Sourcing zinc-carbon batteries from China
Zinc-carbon batteries from China carry 0% or 4% UK duty, depending on classification. Confirm applicable mercury and cadmium limits, collection and chemical marking requirements, and battery producer duties for importers placing them on the UK market with the relevant authority. Cambridge China Bridge sources zinc-carbon batteries.

Duty depends on chemistry and construction
Heading 8506 covers primary cells and primary batteries. Zinc-carbon is the focus here; the primary batteries and button cells guide covers the wider heading. Specify the chemistry, shape, construction and voltage before selecting a code. The descriptions below are classification candidates, not interchangeable choices.
Read from the UK Trade Tariff on 30 October 2026, the selected lines carried 0% or 4% duty for goods from China. The dry zinc-carbon line 8506 80 05 00 carried 0%; the other selected lines carried 4%. No anti-dumping or countervailing duties or suspensions were recorded on these lines. All carry an export control of mercury flag; 8506 80 80 00 also carries an import control of mercury flag.
The official mercury guidance concerns products with intentionally added mercury. The UK Trade Tariff attaches the mercury controls described above; ask your customs broker to confirm their application and any documentary requirement for the actual goods from China. Confirm the commodity code using the factory's chemistry declaration and construction drawing, rather than its invoice description alone.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Non-alkaline manganese dioxide cylindrical cells, including zinc-carbon | 8506 10 91 00 | 4% | None |
| Other non-alkaline manganese dioxide batteries, including zinc-carbon | 8506 10 98 00 | 4% | None |
| Other primary dry zinc-carbon batteries, voltage 5.5 V to 6.5 V | 8506 80 05 00 | 0% | None |
| Other primary batteries, only where the zinc-carbon specification fits | 8506 80 80 00 | 4% | None |
Specify discharge performance and storage condition
State the zinc-carbon formulation, cell size, terminal arrangement, polarity, intended device and discharge test conditions. Require results at the load and cut-off voltage agreed for that device. Approve a physical sample and record its dimensions, weight and packaging. Put the manufacturing date code, remaining shelf life and leakage test method in the purchase specification.
For ordinary portable batteries, confirm applicable mercury and cadmium limits with the relevant authority. Obtain chemical reports matching the ordered cell type. Lead above 0.004% by weight requires the lead chemical symbol. Plan battery producer duties before sale; the registration route depends on battery type and quantity. See battery producer responsibilities.
Worked duty example
Illustrative example, not a quote: Illustrative order: 10,000 own-label zinc-carbon cylindrical cells under 8506 10 91 00, invoiced at £12,000 free on board, with £600 of freight and insurance to the UK. The customs value is £12,600. Duty at 4% is £504. Import VAT at 20% is charged on the customs value plus duty, £13,104, so it is £2,620.80. Import taxes total £3,124.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £504 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Construction: compare dimensions, terminal fit, polarity and weight with the approved sample; look for dents, damaged seals and corrosion.
Performance: discharge samples from the bulk under the agreed device load; record open-circuit voltage and compare results with the approved specification.
Storage: check manufacturing date codes and pack condition; retain samples for the agreed storage and leakage checks.
Marking: check the crossed-out wheeled bin and required chemical symbols, plus the agreed brand and batch identification. Match chemical reports to the goods during inspection.

What goes wrong
An acceptable open-circuit voltage can conceal poor runtime under load. Old stock reduces the remaining shelf life, while weak seals can allow leakage during storage. A factory's description of a battery as heavy duty does not define its discharge performance. Agree a device-specific test and compare production samples with the approved sample.
A zinc-carbon label alone does not settle classification. Treating every zinc-carbon battery as the duty-free dry-battery line can produce the wrong declaration. Ask for the chemistry and construction details before shipment, and investigate inconsistent date codes, missing collection markings or reports covering a different cell.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For components and parts, see sourcing for manufacturers.
Frequently asked questions
What is the UK import duty on zinc-carbon batteries from China?
The selected lines carry 0% or 4%. Code 8506 80 05 00 carries 0%; the other selected lines carry 4%. No anti-dumping or countervailing duties were recorded.
Are all zinc-carbon batteries duty-free?
No. The 0% line has a specific dry zinc-carbon description and voltage range. Confirm chemistry and construction before choosing it; non-alkaline manganese dioxide lines carry 4%.
How should I check zinc-carbon battery performance?
Discharge production samples under the agreed device load and cut-off conditions. Compare runtime with the approved sample; check date codes, terminal fit and leakage as well as open-circuit voltage.
Do battery producer duties apply to importers?
Confirm with the relevant authority which battery producer duties apply when you import batteries for the UK market, including any collection and treatment responsibilities. The registration route depends on battery type and the quantity placed on the market.
