Sourcing reciprocating steam engines from China
UK duty ranges from 0% for qualifying engine parts to 2% for reciprocating steam engines from China. Complete machinery must meet Great Britain machinery safety requirements; assess the installed steam pressure system separately before operation. Cambridge China Bridge sources reciprocating steam engines.

Duty on steam engines and dedicated parts
Heading 8412 covers other engines and motors. Within it, 8412 80 10 00 covers steam or other vapour power engines, including reciprocating steam engines. The table repeats the relevant codes for different engine configurations and dedicated spare parts. See the wider heading guide for hydraulic and pneumatic equipment.
Read from the UK Trade Tariff on 30 September 2026, steam engines under 8412 80 10 00 carried 2% duty on goods from China, while other engine parts under 8412 90 70 90 carried 0%. Neither line showed anti-dumping or countervailing duty, a tariff suspension or an attached import control.
Confirm the commodity code against the engine drawings and the shipment contents. Ask your customs broker to confirm whether separately supplied components qualify as engine parts. List any boiler and other equipment separately rather than assuming the engine code covers the whole installation.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Single-acting reciprocating steam engines | 8412 80 10 00 | 2% | None |
| Dedicated steam-engine cylinder blocks, subject to code confirmation | 8412 90 70 90 | 0% | None |
Specify the steam conditions and shaft output
Specify single-acting or double-acting operation, cylinder bore and stroke, steam inlet pressure and temperature, exhaust back pressure, shaft speed, rotation direction and required output at those conditions. Agree mounting dimensions, shaft connection, valve gear, governor, lubrication arrangements and condensate drains. State whether the supply includes a boiler, condenser, guards or only the engine.
For complete machinery supplied in Great Britain, check the technical file arrangements, declaration of conformity, UKCA or CE marking and English instructions. Establish whether the engine is supplied as complete or partly completed machinery. For partly completed machinery, request safe assembly instructions and a declaration of incorporation. Agree who will assess the finished installation.
Most pressure systems require a written scheme of examination. Where required, have it in place before operating the installed steam system, and discuss examination arrangements with a competent person. Always operate within the safe operating limits. Ask a compliance adviser to assess the engine, boiler and associated pipework separately.
Worked duty example
Illustrative example, not a quote: Illustrative order: a compact reciprocating steam engine without a boiler under 8412 80 10 00, invoiced at £8,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £9,200. Duty at 2% is £184. Import VAT at 20% is charged on the customs value plus duty, £9,384, so it is £1,876.80. Import taxes total £2,060.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £184 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Identity and fit: match the engine and documents to the ordered model; measure mounting points, shaft connection and steam connections against the approved drawings.
Steam performance: arrange an agreed steam test at the specified inlet and exhaust conditions; record shaft speed, output, leakage and governor response. An unloaded compressed-air demonstration does not establish the agreed steam performance.
Mechanical condition: check valve timing, bearing clearance, lubrication delivery, piston-rod packing, condensate drains and flywheel fastening. Investigate binding, knocking, vibration or overheating.
Arrival condition: at inspection, check for cracked castings, damaged pipe connections, corrosion and loose shipping restraints. Match supplied guards, spares and English instructions to the packing list.

What goes wrong
An engine can turn freely during a demonstration yet miss the required output on site. Investigate different steam conditions, excessive exhaust back pressure, valve timing errors and leakage past the piston or packing. Agree the operating conditions and acceptance records before ordering, rather than accepting a video of an unloaded engine.
Condensate left in a cylinder can cause damaging impacts; poor lubrication or misaligned bearings can cause heating and wear. Protect machined surfaces and plug connections for transport. On arrival, investigate rust, binding and missing drain fittings before commissioning, and settle access for maintenance and replacement packing with the supplier.

Frequently asked questions
What is the UK import duty on steam engines from China?
Read from the UK Trade Tariff on 30 September 2026, 8412 80 10 00 carried 2% duty. Other engine parts under 8412 90 70 90 carried 0%. Neither line showed anti-dumping or countervailing duty.
What documents should I ask for with a steam engine?
For complete machinery, ask for the model-specific declaration of conformity, UKCA or CE marking and English instructions. For partly completed machinery, request a declaration of incorporation and safe assembly instructions.
Is a compressed-air demonstration enough to accept a steam engine?
It can show movement, but does not establish output under the agreed steam conditions. Specify a steam test recording inlet conditions, exhaust back pressure, shaft speed, output and leakage.
Do I need a written examination scheme before running it?
Most pressure systems require a written scheme of examination. Confirm whether the installed system needs one; where required, have it in place before operation and discuss examination arrangements with a competent person.
