Sourcing railway draft gears from China

Railway draft gears from China under the coupling devices and buffers line carry 0% UK duty, with no listed trade remedy. If classified as interoperability constituents, assessment is required before placing them on the UK market. Cambridge China Bridge sources railway draft gears.

Railway draft gear duty and controls

Read from the UK Trade Tariff on 30 September 2026, heading 8607 covers parts of railway or tramway locomotives and rolling stock. Its coupling devices, buffers and parts line, 8607 30 00 00, carries 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty and no suspension for that line. The table shows product variants within the same commodity line.

The UK Trade Tariff attaches a restriction on entry into free circulation concerning ozone-depleting substances and also lists a cultural-object export licence control. For a draft gear shipment from China, ask your customs broker to confirm the applicable declaration or exemption evidence. Do not assume that the listed export control requires an import licence.

Give your broker the assembly drawing, function, materials and supplied configuration to confirm the commodity code, particularly for separately supplied parts. See the automatic couplers guide for the wider coupling family.

Specify the draft gear and vehicle interface

Specify the vehicle application, drawing revision, draft pocket dimensions, yoke and follower interfaces, installed length and available travel. State whether the design uses friction elements, elastomeric elements or another agreed mechanism. Define the required force versus displacement curve, energy absorption, return behaviour and operating conditions.

Ask the buyer's rail engineer to establish whether the product is an interoperability constituent. If it is, assessment is necessary before placing it on the UK market. Agree the operator's acceptance evidence before ordering, rather than treating a supplier's catalogue designation as proof of suitability.

Worked duty example

Illustrative example, not a quote: 40 railway draft gear assemblies, illustrative only under 8607 30 00 00, invoiced at £160,000 free on board, with £12,000 of freight and insurance to the UK. The customs value is £172,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £172,000, so it is £34,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Fit: measure the housing, installed length, follower faces and mounting interfaces against the approved drawing; check the assembly fits the intended draft pocket.

Performance: witness the agreed compression and release test; compare force, travel, absorbed energy and return behaviour with the purchase specification.

Materials: match housing and internal component records to batch markings; review heat treatment, hardness and agreed crack detection reports.

Arrival: check for cracked housings, corrosion, displaced internal elements and damaged restraints; reconcile assembly identities with the packing list and test reports.

What goes wrong

A draft gear can fit the pocket yet have the wrong force curve or insufficient travel for the vehicle. Friction surfaces, elastomer formulation or assembly preload can change performance without changing the external appearance. Agree performance acceptance criteria and control substitutions in the purchase specification.

Missing batch links make it difficult to connect a failed assembly to its material and test records. Transit damage can also obscure whether a defect began at the factory. Photograph arrival condition and hold damaged assemblies for engineering review. Plan the quality inspection around fit, performance and traceability.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For machinery and equipment, see machinery imports.

Frequently asked questions

What is the UK import duty on railway draft gears from China?

The supplied tariff record gives 0% duty under 8607 30 00 00, with no listed anti-dumping or countervailing duty. Confirm that the shipment belongs in that line.

Does every railway draft gear need interoperability assessment?

Establish whether the product is an interoperability constituent for its intended application. If it is, assessment is required before placing it on the UK market.

What should I send a Chinese draft gear factory?

Send the vehicle application, approved drawing, pocket and coupling interfaces, force versus displacement curve, travel, operating conditions and acceptance test specification.

Can I accept a draft gear after checking its dimensions?

Dimensions alone do not establish performance. Check the agreed compression and release behaviour, material traceability and test records, as well as arrival condition.
