Sourcing railway gangway assemblies from China

Railway gangway assemblies classified under heading 8607 carry 0% UK duty from China, with no anti-dumping or countervailing duty in the supplied tariff record. For regulated structural subsystems, design, construction and installation must meet the essential requirements. Cambridge China Bridge sources railway gangway assemblies.

Duty and classification for gangway assemblies

Read from the UK Trade Tariff on 30 September 2026, heading 8607 covers railway and tramway locomotive and rolling-stock parts. All supplied lines carry 0% duty from China, with no recorded anti-dumping or countervailing duty or suspension. The table shows applications of the same residual line, 8607 99 80 00, as classification candidates for complete gangway assemblies. It does not establish the classification of separately supplied bellows, seals or floor plates.

The tariff attaches an ozone-depleting-substance restriction and a fluorinated greenhouse gas import control to that residual line. New equipment must not use ozone-depleting substances, except recycled halons for critical uses. Any equipment pre-charged with fluorinated gas must comply with applicable product bans. Ask the factory to identify any gas-containing equipment; have your customs broker confirm the applicable requirements and declaration documents for the actual assembly from China.

The record also lists a cultural-object export licence measure. Official guidance requires a UK export licence for exporting objects of cultural interest from Great Britain outside the UK; ask your broker to confirm how the listed measure affects your transaction. Confirm the commodity code using the assembly drawings, materials and intended vehicle. See the wider rolling-stock parts guide for other parts.

Specify the vehicle interface and movement envelope

Give the factory the vehicle type, controlled drawing revision, mounting-hole layout, end-frame profile, passage opening and installed length. Define compression, extension, lateral displacement and angular movement together, including clearance from the coupler and adjacent equipment. Specify the bellows fabric and coating, seams, attachment method, floor bridge, side protection, drainage and replaceable wear parts.

For regulated structural subsystems, design, construction and installation must meet the essential requirements when placed into service. Agree with the vehicle engineer how the gangway purchase fits the project's assessment and acceptance process. Request fire and smoke test evidence for the actual material build-up, movement and fatigue reports, installation instructions and maintenance information. Use testing and certification support to define the evidence package.

Worked duty example

Illustrative example, not a quote: 40 replacement gangway assemblies for a maintenance business, illustrative under 8607 99 80 00, invoiced at £160,000 free on board, with £12,000 of freight and insurance to the UK. The customs value is £172,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £172,000, so it is £34,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Fit: measure mounting positions, frame squareness, passage opening and floor height against the agreed drawing; trial-fit the assembly on an interface fixture.

Movement: check combined compression, extension and angular travel on the agreed rig; look for pinching, rubbing, exposed gaps and floor-bridge binding.

Bellows and sealing: inspect folds, seams, coating adhesion, clamp seating and drainage; check water ingress using the agreed test method.

Arrival and records: inspect for crushed folds, distorted frames, loose fixings and corrosion; match assembly identifiers and material batches to the inspection and test records.

What goes wrong

A gangway can fit the mounting holes yet bind when adjacent vehicles turn or move vertically. Bellows can rub against frames, floor plates can lift, and clamps can leak if the factory tests only straight-line extension. Demonstrate the combined movement envelope with the agreed end interfaces before shipment.

Material substitutions can leave fire and smoke reports unrelated to the delivered bellows. Poor seams, trapped water and crushed packing can also damage an otherwise acceptable assembly. Freeze the material build-up and drawing revision, inspect against them, and hold damaged deliveries for engineering review. See how quality inspection works.

Frequently asked questions

What is the UK import duty on railway gangway assemblies from China?

The supplied tariff record shows 0% duty across heading 8607, with no anti-dumping or countervailing duty. Confirm the assembly's commodity code before shipment.

Which commodity code covers a railway gangway assembly?

8607 99 80 00 is a candidate for complete gangways supplied as other rolling-stock parts. Confirm it from the drawings and construction; separately supplied materials or components need their own classification review.

What should I specify before ordering a gangway?

Specify the vehicle interfaces, drawing revision, combined movement envelope, bellows construction, floor bridge and sealing. Agree the material test evidence and vehicle engineer's acceptance criteria before production.

How do I check imported gangway assemblies on arrival?

Check frame distortion, crushed bellows, loose clamps, corrosion and identifiers. Measure the mounting interfaces and review movement-test and material records before releasing the assemblies for installation.
