Read from the UK Trade Tariff on 26 September 2026, bogies, axles, wheels and their parts, brakes and servo-brakes and their parts, hooks and other coupling devices, buffers, axle-boxes and other parts of railway or tramway locomotives and rolling stock carried 0% duty on goods from China, with no anti-dumping measure. Track fixtures and fittings are a different heading, 8608, so confirm the commodity code for each part.

Standards and conformity
Wheels, axles and wheelsets are specified to BS EN 13262, BS EN 13261 and BS EN 13260, with material, heat treatment, ultrasonic testing and residual stress requirements, and bogie frames are designed and tested to BS EN 13749. The Railways (Interoperability) Regulations 2011 require conformity assessment by an approved body for interoperability constituents such as wheelsets on the mainline network, and Rail Industry Standards and the operator's own specifications add to that.
Network Rail and many operators expect suppliers to be registered and audited through the Rail Industry Supplier Qualification Scheme, and tram and heritage railways set their own approvals, so the buyer's approval route comes before the price. Worked duty example
For a made-up shipment of 40 tram wheelsets under 8607 19 10 00, add the £12,000 of freight and insurance to the £160,000 free-on-board price and customs sees £172,000. Duty on wheelsets is zero, leaving import VAT of £34,400, 20% of the customs value. For a VAT-registered buyer that is a cash-flow cost rather than a lasting one. What goes wrong
Rail parts fail on material, internal defects and traceability. Wheels and axles contain inclusions or cracks that only ultrasonic testing finds, heat treatment leaves hardness or residual stress outside the standard, and machined profiles or press-fit dimensions miss the drawing, so wheelsets cannot be assembled. Heat numbers do not trace back to the steel certificate, and coatings on axles are damaged in transit.
Witness ultrasonic and magnetic particle testing on each wheel and axle, check hardness and residual stress results against BS EN 13262 and BS EN 13261, measure wheel profiles, bores and press-fit dimensions against the drawing, audit heat-number traceability from steel certificate to part marking, and inspect corrosion protection and crating before shipment.
