Duty on prefabricated toilet blocks

Heading 9406 covers prefabricated buildings. Toilet blocks can fall under the lines for modular steel building units, other steel buildings, wooden buildings or buildings of other materials. Read from the UK Trade Tariff on 30 September 2026, these lines carried 2% duty for goods from China, with no anti-dumping or countervailing duty and no suspension recorded. See the site office cabin guide for the wider heading.

The tariff attaches fluorinated greenhouse gas import controls, a quarantine release certificate control to the wooden line, and a torture and repression import prohibition to the relevant steel and other-material lines. Ask your customs broker to confirm applicability and declaration requirements for the actual toilet block. It also lists cultural-object licensing and torture and repression restrictions for exports; these should be distinguished from the import measures.

Confirm the commodity code against the materials, construction and goods as shipped. A supplier's description of a container toilet is insufficient to settle classification. Use the import duty and VAT guide when budgeting the shipment.

Specify drainage and the installation site

Agree whether the block connects to mains drainage or uses a holding tank. Specify toilet and basin layout, accessible circulation space, inlet and outlet positions, pipe connections, tank access, ventilation, hot-water equipment and isolation points. Ask for drawings showing the underside as well as the room layout. Record floor construction, waterproof joints, roof drainage, lifting points and support positions.

Check whether building regulations approval is needed before construction. Building regulations approval and planning permission are separate, and both may be needed. Resolve the site position with the local authority before approving the factory drawings.

If air-conditioning is supplied, identify its refrigerant and charge before shipment. Imported fluorinated-gas equipment must be labelled, and products containing banned fluorinated gases must not be placed on the Great Britain market. For a wooden block, collect timber species, harvest country and supply-chain documents for timber legality due diligence. Ask the broker whether the wood is regulated plant-health material; such material requires a phytosanitary certificate.

Worked duty example

Illustrative example, not a quote: 2 modular steel toilet blocks, illustrative only under 9406 20 00 00, invoiced at £8,000 free on board, with £6,000 of freight and insurance to the UK. The customs value is £14,000. Duty at 2% is £280. Import VAT at 20% is charged on the customs value plus duty, £14,280, so it is £2,856. Import taxes total £3,136; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £280 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Plumbing: fill and flush the fixtures, check every joint for leaks, and verify that waste pipes drain without pooling. Compare inlet, outlet and tank access positions with the approved drawings.

Floor and enclosure: inspect waterproof joints, floor edges and penetrations. Water-test the roof and wet areas, and check door operation, locks, ventilation openings and cleanable surfaces.

Structure and delivery: check frame connections, corrosion protection, lifting-point drawings and support positions. On arrival, inspect transport distortion, cracked sanitaryware and loose pipework before installation.

Documentation: match supplied fixtures and electrical equipment to the agreed component list, drawings and test records. Arrange a pre-shipment inspection that includes operating the plumbing.

What goes wrong

A block can look finished while its waste outlet sits on the wrong side for the site connection. Poor pipe support can leave joints strained after lifting, while unsealed floor penetrations let leaks reach the floor core. Inspect these points before the underside becomes difficult to access.

Other failures include doors binding after transport, damaged basins, inaccessible tank cleaning points and roof water running towards entrances. Agree the site interfaces before manufacture and photograph concealed plumbing before panels close.
