Duty depends on the pod's construction

Heading 9406 covers prefabricated buildings. A wooden pod, steel modular unit and other prefabricated shell can fall under different lines. Classify the actual construction and shipped form, rather than relying on the supplier's description. For the wider heading, see prefabricated site office cabins.

Read from the UK Trade Tariff on 30 September 2026, all selected lines carry 2% duty on goods from China. The supplied records show no anti-dumping or countervailing duty and no suspensions. They attach fluorinated greenhouse gas import controls, a quarantine release certificate control to wood, and torture and repression import prohibitions to certain other lines. Ask your customs broker to confirm applicability. Cultural-object licensing and torture-related export restrictions also appear in the records; ask the broker to distinguish these from import requirements.

Confirm the commodity code using drawings, material details, the packing list and the scope of supplied equipment. Do not assume a loose collection of building materials has the same classification as a prefabricated pod.

Specify the shell, fittings and intended site

Define whether the order is a shell, an assembly kit or a fitted accommodation unit. Record the wall and roof build-up, insulation, floor construction, glazing, ventilation, drainage connections and internal finishes. Agree foundation interfaces, lifting points, transport supports and assembly responsibilities. Request drawings showing joints and access to concealed services.

For timber pods, collect species, country of harvest and supply-chain documents. Confirm with the relevant authority the timber legality and due-diligence requirements for the business first placing the pods on the Great Britain market, including whether the timber rules cover the wooden prefabricated buildings being ordered. Keep timber legality separate from plant-health clearance.

The Forestry Commission issues a quarantine release certificate when material passes inspections. Have your broker establish whether the wooden pod needs that clearance or qualifies for a waiver before shipment. If fitted cooling equipment contains fluorinated gas, imported equipment must be labelled; confirm the remaining import-control requirements with the broker. For self-catering holiday use in England, the local planning authority decides whether planning permission is needed. Ask the council before committing to a site-specific design.

Worked duty example

Illustrative example, not a quote: Illustrative order: flat-packed wooden glamping pod shells under 9406 10 00 00, invoiced at £40,000 free on board, with £8,000 of freight and insurance to the UK. The customs value is £48,000. Duty at 2% is £960. Import VAT at 20% is charged on the customs value plus duty, £48,960, so it is £9,792. Import taxes total £10,752; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £960 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Shell: compare materials and concealed layers with the approved drawings; inspect timber moisture, joints, floor rigidity and frame corrosion protection.

Weather protection: water-test roof joints, window seals and door thresholds; check drainage paths and inspect for trapped moisture.

Fitted services: match installed equipment to the agreed models; inspect cable routing, plumbing joints, ventilation openings and access for maintenance.

Arrival and assembly: photograph transport damage before unloading; reconcile panels, fixings and fittings with the packing list, then check door operation and joint fit. Set these checks in the inspection brief.

What goes wrong

A finished display pod can hide substitutions in insulation, membranes and frame sections. Require photographs before concealed layers are closed and inspect an assembly trial. Roof leaks, swollen doors, cracked finishes and loose service connections can appear after transport or installation.

The factory may quote a fitted pod while excluding foundations, unloading, assembly or service connections. Record those boundaries and check site access against the packed dimensions. A supplier's assurance about planning permission cannot replace the local authority's decision for the intended use.
