Guard booth construction and UK duty

Heading 9406 covers prefabricated buildings. The table gives candidate lines for security guard booths according to material and modular construction, rather than treating every booth as a steel modular unit. Read from the UK Trade Tariff on 30 September 2026, all selected lines carry 2% duty for goods from China. The supplied records list no anti-dumping or countervailing duty, suspensions or steel measure.

All selected lines attach fluorinated greenhouse gas import controls. For fitted air-conditioning, obtain the refrigerant identity and charge, and ask your customs broker to confirm applicable quota, declaration and customs-document requirements for goods from China. Imported F-gas equipment must be correctly labelled, including empty equipment. The wooden line attaches a Quarantine Release Certificate control: confirm applicability with your broker. Where required for Chinese wood imports, present the certificate to HMRC with the customs declaration.

The selected non-wood lines attach a torture-and-repression import prohibition. Ask your customs broker to confirm the linked goods descriptions against the booth design and intended use. The records also attach cultural-object export licensing and torture-and-repression export restrictions; confirm their relevance before onward export. Confirm the commodity code using construction drawings, materials and shipping form. For the wider heading, see prefabricated site office cabins.

Specify visibility, access and the installation site

Give the factory a layout showing the guard's seated sightlines, vehicle approach, pedestrian access, counter position and door swing. Specify clear internal dimensions, window opening method, glazing construction, locks, ventilation, heating and cable entry points. State whether the booth is assembled or flat-packed, and identify who supplies foundations, anchorage, unloading, assembly and electrical connection.

Record frame sections, corrosion protection, panel core, agreed fire performance, roof drainage, floor construction and joint seals. Obtain lifting-point and support drawings. For wooden booths, collect timber species, country of harvest and supply-chain legality documents. Arrange a site-specific review of wind exposure, supports and anchorage before production.

In England and Wales, check whether building regulations approval is needed before construction. Building approval and planning permission are different, and both may be needed; confirm the intended installation with the local authority. HSE says temporary works need to be planned and managed. Agree the installation arrangements before approving the factory drawings.

Worked duty example

Illustrative example, not a quote: Illustrative order of two assembled steel modular security guard booths under 9406 20 00 00, invoiced at £22,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £25,500. Duty at 2% is £510. Import VAT at 20% is charged on the customs value plus duty, £26,010, so it is £5,202. Import taxes total £5,712; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £510 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Frame and base: compare sections, welds, lifting points and support positions with approved drawings. Inspect coating damage and base distortion before unloading or assembly.

Windows and access: check glazing against the agreed schedule, seated sightlines, window travel, door clearance, locks and counter position. Look for loose glazing retainers and damaged seals.

Weather protection and fittings: water-test roof and window joints, check drainage outlets and inspect exposed panel edges. Match wiring drawings, ventilation and fitted equipment to the approved schedule.

Packing and arrival: reconcile panels, glazing, fixings and equipment with the packing list. Photograph broken glass, crushed corners, wet linings and shortages before assembly. Agree pre-shipment inspection against the approved specification.

What goes wrong

A booth can look correct while its counter or window framing blocks the guard's view of approaching vehicles. A door can foul a barrier or fence after installation. Review the layout against the actual site, then trial-fit doors, windows and counters before packing.

Roof joints and cable entries can leak, while lifting damage distorts the base and makes doors bind. Unlabelled panels and missing fixings delay flat-pack assembly. Put glazing, panel materials, weather seals, supplied equipment and installation responsibilities in writing, and compare the delivered booth with those records.
