Duty and the monofilament classification boundary

Read from the UK Trade Tariff on 2 October 2026, heading 5404 covers synthetic monofilament of 67 decitex or more with no cross-sectional dimension exceeding 1 mm, and synthetic strip of an apparent width not exceeding 5 mm. This guide concerns PPS monofilament, meaning polyphenylene sulphide, rather than strip, resin or staple fibre.

Qualifying PPS monofilament falls within the other-monofilament line, 5404 19 00 90, at 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspension or attached import control. The table shows supply forms and uses sharing that commodity line, rather than separate tariff categories.

Specify PPS grade and performance in use

Specify the resin grade, whether blends or recycled material are permitted, colour, diameter and tolerance, ovality, linear density, breaking strength and elongation. Agree the test methods and retain an approved sample. For filter weaving, include spool dimensions, winding direction and unwinding behaviour on your loom.

Agree a trial that measures dimensional change and retained strength after exposure to your actual operating temperature, process chemicals and cleaning cycle. A resin datasheet alone does not demonstrate the finished filament's performance.

REACH restrictions can limit, ban or set conditions on the manufacture, placing on the market or use of substances. Ask for the composition and supporting restriction checks relevant to the grade, colourants and finish. If the intended application involves food contact, obtain food-contact evidence for the polymer and colourants. Agree the evidence needed through testing and certification.

Worked duty example

Illustrative example, not a quote: Illustrative trial production batch of PPS monofilament on industrial spools under 5404 19 00 90, invoiced at £24,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £25,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £25,200, so it is £5,040. Inspection checklist

Material identity: match resin-grade records and batch references to the approved sample and purchase specification.

Dimensions: measure diameter along sampled spools, check ovality and surface marks, and compare linear density with the agreed specification.

Process performance: test breaking strength and elongation, run a weaving or brush-making trial, and check dimensional change after the agreed exposure cycle.

Winding and traceability: check spool fit, net filament weight, winding tension, tangles and batch labels. Use the inspection guide to define the inspection scope.

What goes wrong

Diameter drift can change mesh openings and weaving tension. Surface damage can cause breaks during processing, while uneven winding interrupts unwinding. A sample that runs well on the loom can still fail after heat exposure or cleaning if the finished filament was not tested under the buyer's conditions.

Do not approve a replacement grade from its polymer name alone. Compare its dimensions, strength and exposure results with the retained sample, and record any agreed change before production.
