PPS rods: 6% duty

Read from the UK Trade Tariff on 1 October 2026, heading 3916 covers plastic monofilament exceeding 1 mm in any cross-sectional dimension, rods, sticks and profiles, whether or not surface-worked but not otherwise worked. For PPS rod stock, 3916 90 10 90 is the proposed condensation-polymer line; confirm it against the actual composition and processing.

The supplied record gives this line 6% duty for goods from China, with no anti-dumping or countervailing measure, suspension or attached import control listed. The suspensions elsewhere in the heading describe particular vinyl-chloride profiles and cellular rods; they do not describe ordinary PPS engineering rods.

Specify the PPS grade and machining allowance

Write polyphenylene sulphide into the purchase specification, with the resin producer and grade, filler type and content, colour and permitted recycled content. State diameter, length, straightness, ovality and the stock allowance needed for machining. Agree whether supplied dimensions refer to the rod as delivered or after any agreed conditioning.

Ask for a batch certificate tied to the delivered rods and a retained sample. Trial the exact grade using your intended cutting process, checking edge chipping, surface finish and movement after machining. Specify the evidence needed for claimed heat resistance, chemical resistance or electrical performance in your application.

UK REACH registration applies to substances on their own, substances in mixtures and, in limited cases, substances in articles. REACH restrictions can limit, ban or set conditions on manufacture, supply or use of substances. Ask your compliance adviser to assess the supplied rod and its formulation rather than treating a resin document as sufficient evidence for the finished stock.

Worked duty example

Illustrative example, not a quote: Illustrative trial bundle of unfilled PPS engineering rods for a machine shop under 3916 90 10 90, invoiced at £8,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £9,500. Duty at 6% is £570. Import VAT at 20% is charged on the customs value plus duty, £10,070, so it is £2,014. Import taxes total £2,584; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £570 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match bundle labels, certificates and retained samples to the ordered PPS grade, filler and production batch.

Dimensions: measure diameter, ovality, length and straightness against the drawing, allowing for the agreed machining stock.

Internal condition: inspect cut sections for voids, cracks, inclusions and uneven filler distribution; machine sample pieces to check finish and dimensional movement.

Packing: check rods are supported against bending, protected from abrasion and identifiable after bundles are opened. Record arrival findings using an agreed inspection brief.

What goes wrong

A certificate for a different PPS grade leaves the delivered material unverified. An unapproved change in filler or recycled content can change machining behaviour and the performance of the finished part. Colour alone cannot establish material identity.

A rod can meet its outside diameter while hiding internal voids or cracking during machining. Bent stock, chipped ends and insufficient machining allowance also reduce usable material. Approve cut-section checks and a machining trial before accepting the production batch.
