Duty and the candidate commodity code

Read from the UK Trade Tariff on 1 October 2026, heading 5503 covers synthetic staple fibres not carded, combed or otherwise processed for spinning. Every supplied line carries 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing measures, suspensions or attached import controls.

The record has no named polybenzimidazole line. Treat 5503 90 00 90, other synthetic staple fibres, as a candidate for unprocessed polybenzimidazole staple fibre. The table shows intended uses under this same candidate line, rather than separate tariff subdivisions. Confirm polymer identity, composition and processing stage with your broker using finding your commodity code.

Carded fibre, yarn and finished fabric need a separate classification check. For related fibres within the wider heading, see aramid staple fibre sourcing.

Specify the polymer, cut length and spin finish

Write polybenzimidazole explicitly in the purchase specification. State whether you are buying the fibre alone or a prepared blend. Agree linear density, cut-length distribution, crimp, tensile properties, moisture condition, colour and spin finish. Identify the polymer producer and fibre converter, and require their batch references on the supplied material.

Approve samples through your intended carding, spinning or nonwoven process. Agree test methods and acceptance criteria for fibre identity and thermal performance without relying on a supplier's description of the material as heat resistant. Keep the approved sample and compare production lots against it.

UK REACH generally applies to substances on their own, in mixtures and in articles. Obtain information about the fibre's finish and additives, then check the applicable chemical restrictions: these can limit, ban or set conditions on substances being placed on the market or used.

Worked duty example

Illustrative example, not a quote: Illustrative order: 40 kg of polybenzimidazole staple fibre, subject to code confirmation under 5503 90 00 90, invoiced at £16,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £17,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £17,200, so it is £3,440. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity: check laboratory identification, declared composition and batch documents against the approved polybenzimidazole sample.

Geometry: check cut-length distribution, linear density and crimp across samples from different packages; look for excessive short fibres and unopened clumps.

Processing: compare finish, moisture and tensile results with the agreed specification, and run the delivered lot through your intended process.

Packing: check net mass, package seals, lot labels, dampness and foreign fibres. Retain samples and record discrepancies before mixing lots. See quality inspection explained.

What goes wrong

A sample can process well while the delivered lot has a different finish, uneven cut lengths or contamination. Another risk is receiving a prepared blend when the purchase specification calls for polybenzimidazole alone. Confirm identity and composition before assessing process performance, and keep suspect packages separate.

A fibre test does not establish the performance of the finished protective garment. Confirm with the relevant product-safety authority which conformity assessment requirements apply to the intended protective clothing claims; finished products must comply with applicable legislation when placed on the Great Britain market. Agree the finished-product evidence with the garment manufacturer before selecting the fibre.

Frequently asked questions

What is the UK import duty on polybenzimidazole staple fibre from China?

The supplied tariff record shows 0% duty throughout heading 5503, with no anti-dumping or countervailing measures. Confirm the commodity code for the actual fibre and processing stage.

Which commodity code should I use for polybenzimidazole staple fibre?

5503 90 00 90 is a candidate for unprocessed polybenzimidazole staple fibre. The supplied tariff does not name the polymer, so confirm classification using its identity, composition and processing stage.

Does a fibre test report certify protective clothing?

A fibre report supports material selection. Confirm the applicable conformity assessment requirements for protective clothing with the relevant product-safety authority, and obtain evidence covering the finished product.

What should I check before accepting the shipment?

Check polymer identity, composition, cut-length distribution, linear density, crimp, finish, moisture and batch traceability. Trial the delivered lot in your process before mixing it with accepted stock.
